RRC - Engineering Specialist VI - Oil and Gas DOCC Team Lead - Kilgore District Office (For Current RRC Employees Only)
The Railroad Commission of Texas is a state agency with primary regulatory jurisdiction over the oil and natural gas industry. They are seeking an Engineering Specialist VI to perform advanced technical fieldwork in the State Managed Cleanup Program, including conducting technical site assessments and ensuring compliance with pollution prevention regulations.

Responsibilities
Identification, inspection, and assessment of abandoned oil field sites
Monitoring and scheduling of contractors and management of state-funded cleanup projects
Collection and review of contractor invoices for accuracy
Preparation and coordination of cleanup bids in compliance with state requirements
Prepares procurement plans for bids, arranges primary contractor and outside services related to state-managed cleanup operations
Audits and processes invoices and payment vouchers to ensure compliance with state procurement procedures
Utilizes gauge lines, color cut, and other testing equipment (i.e., chloride test kit) for titration of fluids
Equipment maintenance and decontamination will be an ongoing responsibility
Collects and correlates engineering and geological data
Surface and subsurface soil and groundwater sample collection, preservation, and documentation
Interpretation of lab analysis results, data gathering and file research, and writing of detailed technical reports
Performs related essential tasks, as assigned, to maintain workflow
Qualification
Required
Bachelor's degree in engineering, geology, environmental science, or other scientific degree from an accredited four-year college or university
Five (5) years of experience in engineering or the oil & gas industry
Experience and education may be substituted, on a year-for-year basis
Skill in higher-level/college-level mathematics and a working knowledge of engineering techniques and principles
Demonstrate understanding and ability to apply geological concepts, techniques, theories, and principles
Demonstrate skill in excellent organizational, communication, and writing skills
Demonstrate skill in handling and use of oilfield tools, technical equipment, and protective gear
Skill in using computers, Microsoft Office, other Windows-based software, and database applications
Skill in maintaining high level of accuracy and attention to detail
Possess a valid Texas Driver's License and good driving record
Ability to maintain professional appearance and demeanor, when investigating complaints
Ability to understand, apply, and interpret engineering and geological concepts, techniques, and theories
Ability to drive, perform basic maintenance and tire changes on ¾ ton truck
Ability to walk up to two miles in varying weather conditions as required to perform inspection work
Ability to discern colors
Ability to operate, lift, and carry oilfield or safety equipment
Ability to climb ladders to heights of 16 feet
Ability to lift, carry, and move an average of 20-30 lbs. to perform daily duties
Ability to work independently for long periods of time while meeting workload demands
Ability to work flexible hours, overtime, weekends, and on call duty
Ability to pass required H2S training within 30 days of employment
Ability primarily outdoors with exposure to extreme weather conditions, pollutions and other hazards
Preferred
Industry experience in oilfield and plugging operations
Experience in oil and gas regulatory functions
Experience utilizing Microsoft Office Suite
Knowledge of the Railroad Commission's rules, policies, and procedures
