Finance and Administrative Services Manager
King County is seeking a Finance & Administrative Services Manager for its Jail Health Services division to enhance collaboration and financial performance. The role involves overseeing financial policies, budget management, and strategic planning while advocating for resources to support patient care.

Responsibilities
Collaborate with division leadership team and other managers to identify, clarify, and process budget proposals
Perform costs analyses and modeling for potential changes in funding or program operations; make recommendations based on findings
Partner with subject matter experts and other King County teams to write budget narratives and additional documentation to support and defend budget proposals
Implement budget changes with clarity and change management principles
Lead and participate in division strategic planning and related initiatives
Uphold and integrate patient-centered, anti-racist, equity principles and related values into leadership approach and all related work
Model collaboration, transparency, creativity, and emotional intelligence in division partnerships
Demonstrate and support a high level of integrity and ethics
Ability to navigate ambiguity with curiosity and humility
Recruit, hire, and orient staff
Delegate, assign duties, train and coach staff
Supervise the JHS Finance Team and other roles as assigned
Evaluate performance, coach and support staff on goals and career development
Provide key information and collaborate with Division Director on overall budget control and monitoring
Oversee position control and link to budget. In consultation with division leadership team, approve recruitment and hiring activity
Approve purchasing
Develop and present financial reports to division leadership team, department leadership, budget-related roles and executive representatives to support financial forecasting and monitoring
Partner with division leadership team and other managers to collaborate and monitor spending to ensure it is within budgeted appropriation authority and awarded revenues
Design and maintain JHS chart of accounts/budget structure in the county’s financial and budget systems
Partner with division HR team to ensure employee payroll coding is correctly recorded to various funding sources
Partner with division managers seeking and managing grant funding
Support development of grant budget proposals
Participate in negotiation of accounts receivable contracts and agreements
Oversee billing and collection of revenues, including local, state, and federal grants
Support development, negotiation, and management of accounts payable contracts from RFP through selection and administration
Oversee procurement activities and ensure compliance with Public Health and King County policies, and requirements of all funders
Assign, review, and approve fiscal adjustments prepared by division finance staff
Qualification
Required
Intermediate knowledge of financial systems, principles and practices
Experience working in a healthcare, government, non-profit, or related environment
Demonstrated ability to think and act strategically, especially in the areas of budget, finance, business planning, and policy
Ongoing commitment to learning, understanding, and effective application of anti-racist and culturally humble practices when working with marginalized identities
Demonstrated skills and experience in budgeting, forecasting, and managing expenditures
Demonstrated skills in financial analysis, reporting, and modeling
Experience managing a variety of funding sources including federal, state, and local grants
Demonstrated knowledge of and experience in negotiating, preparing, monitoring, interpreting, and managing contracts
Demonstrated knowledge of purchasing policies, procedures, and practices
Demonstrated experience providing outstanding customer service to customers at all levels of an organization
Ability to summarize and communicate detailed, complex financial and policy information in a concise manner for a non-financial audience including division staff at all levels and policy makers/elected officials
Excellent oral and written communication skills that are tailored to the audience
Experience in supervision, human resources, coaching, and quality improvement principles and practices
Intermediate Microsoft Excel proficiency including the ability to create and use pivot tables, charts, and formulas
Demonstrated skills in using spreadsheets for creating, maintaining, analyzing, and presenting data
Demonstrated skills and experience handling several projects or tasks simultaneously, meeting multiple deadlines, and adjusting to changing priorities
Skill in motivating and inspiring others, commitment to quality work, positive perspective, and commitment to collaboration and teambuilding
Ability to work as a collaborative partner, effectively working with other leaders toward division and shared goals
Problem-solving and conflict resolution skills

Advanced knowledge of financial systems, principles and practices
Experience working in a Correctional Healthcare field
Demonstrated experience applying equity, anti-racist, inclusive, and transparent practices in review of budget, policy, and financial matters
Vast experience and skill in tailoring communications, complex financial reports, policy information, and contracts to a wide variety of audiences, including elected officials
Advanced proficiency in Microsoft Excel and financial systems
Demonstrated experience leading and supervising others, mentoring, coaching, and developing others
Skill and ability to solve complex problems at systems level, involving health, corrections, and political topics
