Grants Analyst
The City of Boise is seeking a mission-driven Grants Analyst to support high-impact funding initiatives for the Police and Climate Action departments. This role involves managing the full lifecycle of grants, collaborating with internal and external partners, and ensuring compliance with funding regulations.
Government Administration
Responsibilities
Serves as a liaison between internal and funding agency staff to answer and resolve grant-related questions and concerns
Remains up-to-date on relevant federal, state and local guidance
Coordinates grant reviews with department staff to monitor compliance with federal, state and local requirements, including analyzing grant expenditures and activities
Collaborates with internal stakeholders to ensure proper setup of grant awards in core financial system
Supports post-award administration, including modification and/or amendment requests
Assists in the development of grant-related policies and procedures
Provides training and technical assistance to internal staff to ensure compliance with policies and procedures
Performs subrecipient and contract monitoring activities in accordance with federal, state and local requirements
Coordinates necessary approvals from the grant review committee
Works with internal stakeholders and subject matter experts to oversee grant writing efforts and develop funding request materials, including standard federal forms, work plans and budgets, and to confirm compliance with grant guidelines
Submits grant applications with all required supporting documentation by relevant deadlines to funding entities for award consideration
Coordinates legal review of certifications and assurances, city council approval of grant awards and development of associated budget requests in collaboration with the budget office
Meets with internal stakeholders to gather information about funding needs and priorities
Identifies potential funding opportunities by completing grant prospect research, including state, federal and private funding opportunities
Analyzes grant program guidelines, including eligible uses of funds
Assists in the development of the City of Boise’s funding strategy
Prepares and submits necessary materials to funding agencies to fulfill reporting requirements
Assists with grant closeout activities
Supports internal staff with audit-related inquiries
Compiles, maintains and files grant-related records, including documentation and correspondence, in accordance with policies and procedures
Performs other duties as assigned
Qualification
Required
Bachelor's degree in business administration, public administration, law or a related field and two years of equivalent work experience, such as grants and/or contracts management experience, experience interpreting laws and regulations or auditing or regulatory compliance monitoring experience, or an equivalent combination of education or experience
Knowledge of principles, methods and practices of regulatory compliance monitoring
Knowledge of techniques and methods used in sound business practices
Ability to communicate and coordinate with various operational teams
Ability to operate specialized accounting/budgeting software
Ability to prepare concise reports
Ability to establish and maintain effective working relationships with outside agencies
Ability to prioritize own workload in order to meet various deadlines
Ability to read, understand and follow policies and procedures
Ability to work independently and in a team environment using appropriate discretion and judgment
Ability to perform accounting operations and complex account adjustments
Ability to communicate effectively in the English language at a level necessary for efficient job performance
Ability to perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
Preferred
Advanced level of knowledge of principles, methods and practices of grants management as well as experience with the Uniform Administrative Requirements (2 CFR 200) or other federal funding sources and related regulatory compliance requirements
