Responsibilities
Work closely with the State Functional Manager and Business Analysts to identify improvement opportunities within PACSS
Analyze existing financial and operational workflows to identify inefficiencies, gaps, and pain points
Design optimized and streamlined workflows aligned with South Carolina Child Support business requirements
Propose system enhancements for complex financial operations including receipts, distributions, disbursements, recoupments, and reconciliations
Design self-guided and intuitive workflows using guided navigation, tooltips, contextual help, and step-by-step wizards
Improve usability of critical financial functions such as order entry and financial adjustments to reduce training needs
Conduct stakeholder interviews to gather and document business and functional requirements
Collaborate with Business Analysts and testing teams to develop test scenarios, test cases, and provide testing support
Participate in functional meetings focused on enhancements, defects, and user-reported issues
Provide regular status updates on assigned tasks to the State Functional Manager
Qualification
Required
5+ years of experience working as a Business Analyst
5+ years of experience working with Child Support systems
5+ years of experience working with financial operations including receipts, distribution, disbursements, recoupment, and/or reconciliation
5+ years of experience with workflow design and system enhancement
5+ years of experience conducting stakeholder interviews
5+ years of hands-on experience with SQL querying
Bachelor's degree required
Preferred
Experience with Microsoft Team Foundation Server (TFS)
Experience with Microsoft Test Manager
Experience working in Agile and/or Waterfall methodologies
Preference for a degree in Finance or Information Technology
