Deputy CIO/Assistant Director of Information Technology

Canyon County is seeking a Deputy Chief Information Officer to support the County's technology vision and operational excellence. This role involves managing IT operations, leading technology projects, and mentoring IT staff to align IT solutions with business objectives while ensuring reliable and secure systems.

Responsibilities

Assist the CIO in defining and implementing the County’s IT strategy and roadmap
Provide Leadership and direction to IT teams to ensure alignment with County’s needs and goals
Conducts research to remain up-to-date and knowledgeable in regard to industry trends and emerging technologies in anticipation of new business processes and system alterations
Support the development and execution of digital transformation initiatives
Attends meetings as necessary and/or as requested by CIO
Act as technology advocate across the organization, communicating and recommending the need and value of IT solutions to employees, Directors and Elected Officials
Oversees daily IT operations and development teams ensuring reliable and secure systems and services
Lead County-wide technology projects, managing scope, budget, resources and timelines
Provides metrics concerning the effectiveness of IT systems, help desk and technical support
Mentor, develop, and inspire IT staff, fostering a culture of innovation, collaboration and accountability
Assists in addressing and resolving problems with operations and development staff performance and work product
Assist in hiring, training and evaluating operations and development IT staff, ensuring a high-performing IT Team
Support succession planning and professional development initiatives for IT employees
Interviews, identifies, and qualifies potential vendors or suppliers to secure more cost-effective sources of products and services
Monitors vendors, service providers, out-sourcing and/or contractor performance to ensure quality of service
Supervises the tracking and maintaining of copies of software licenses, warranties, maintenance agreements and vendor contracts
Negotiates pricing, terms and conditions of sale and warranties of goods and/or products with key suppliers and vendors
Performs all work duties and activities in accordance with County policies, procedures and safety practices
Completes special projects as requested
Performs other related duties as required

Required

Bachelor's Degree in Computer Science, Mathematics or similar field preferred
4+ years technical support experience performing the above identified or related duties
At least Five (5) to Seven (7) years of management or supervisory experience leading IT teams
Must possess a valid Driver's License
Must successfully complete a background investigation, including a polygraph examination, through the National Crime Information Center (NCIC)
Knowledge of customer service best practice, techniques and objectives
Operation of standard office equipment, including a personal computer and job-related software
English grammar and punctuation
Current office practices and procedure
Supervisory, evaluation and training techniques and practice
Budget and accounting practices and procedure
Customer support tracking and performance procedure
Excellent knowledge of technology environments, including telecommunications, networks programming media, and desktops
Record keeping and filing practices and procedures
Microsoft and other technology licensing methodologies
Skilled in group collaboration, planning, organization assessment and application services
Understanding of the organization's goals and objectives
Communication skill in motivating the IT management team
Ability to work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity
Ability to effectively communicate both verbally and in writing
Ability to motivate in a team oriented collaborative environment
Ability to appropriately guide the customer service functions of the county, providing effective technical and operation support to the county's computer equipment and application users
Ability to evaluate and analyze customer needs to provide exceptional customer service
Ability to maintain records efficiently and accurately and to prepare clear and concise reports
Ability to perform duties accurately and efficiently under time sensitive deadlines, including setting task priorities
Ability to respond courteously to customer inquiries
Ability to work independently and deal effectively with project deadlines
Ability to maintain effective working relationships with other County employees, supervisory personnel, department employees, state and local elected officials and the public
