SUPERVISORY FINANCIAL MANAGEMENT ANALYST
NAVWAR is seeking a SUPERVISORY FINANCIAL MANAGEMENT ANALYST to serve in the NAVY INTERNATIONAL PROGRAMS OFFICE. The role involves developing financial management plans, ensuring financial integrity, and supervising staff to meet the organization's mission effectively.

Responsibilities
You will develop and implement financial management plans and programs to facilitate the effective, efficient, and timely application of financial resources aligned to the organization's mission
You will recommend and implement new and revised financial management concepts, procedures, and strategies to support the organization's programs
You will ensure the financial integrity, timeliness, accuracy and validity of all accounting, budgetary, financial management and audit-related reports
You will manage the budget planning and execution process by analyzing program requirements, recommending fund allocations, and developing detailed budget exhibits and justifications
You will develop and implement solutions for highly complex financial problems, ensuring project goals are met within established timelines
You will effectively supervise the IPO-820 staff to include establishing annual performance objectives and completing performance reviews in accordance with the organization's employee appraisal system
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Applying principles of Department of Defense acquisition programs, regulations, and directives
Specialized experience must demonstrate the following: Utilizing automated systems tools for development of new methods and techniques to perform analysis and review of finance, budget, and accounting data
Specialized experience must demonstrate the following: Interpreting and assessing the impact of new and revised congressional legislation on budget execution
Specialized experience must demonstrate the following: Applying functionary budget processes and procedures
