Program Manager, Incentive Programs PROGRAM MANAGER SENIOR III
The State of Maryland is seeking a Program Manager for Incentive Programs within its Department of Commerce. The role involves supervising a team to manage discretionary programs aimed at economic development, collaborating with local officials, and overseeing proposal generation and documentation efforts.

Responsibilities
Supervise a team of Finance Specialists to deploy and manage discretionary programs that are critical to the Department’s priorities and mission of economic development through business attraction, growth and retention and accompanying private capital investment and jobs
Collaborate with other units in the agency and local economic development officials in structuring, negotiating and closing incentive proposals for desired economic development projects
Oversee proposal generation and documentation efforts; structure and negotiate modifications; work closely with local economic development officials demonstrating the state’s support of their efforts and objectives, and with the business community assisting projects to success through appropriate resources
Qualification
Required
A Bachelor's degree in Finance, Business, Accounting, Economics, or related field from an accredited college or university
Ten (10) years of financial economic experience, with seven (7) years of commercial bank lending, underwriting, credit analysis or related experience and/or training
Excellent interpersonal, written and oral communication skills
Ability to handle multiple, concurrent, and high priority projects
Experience in managing discretionary economic programs involving internal programs and federal, state, local, and non-profit business sector interests
Experience with state resources available to Maryland companies
Advanced experience in evaluating business plans, various financial statements and projections, credit reports; and collateral
Able to work with high level public and private sector officials and maintain effective working relationships
Proficiency with Microsoft Office, Google, or other relevant software
Preferred
Advanced degree in finance, business management, accounting or related field
Experience with administering financial incentive programs
Knowledge of and experience in state government financial laws, regulations, and policies
Proven ability to assess risk and determine if investment is appropriate
Four years of supervisory management experience
Formal leadership training
Experience with the Financial Management Information System (FMIS) or comparable software
