Benefits Manager I/Benefits Consultant (61037002)
The South Carolina Department of Transportation is seeking a Benefits Consultant to assist employees with insurance and retirement benefit programs. This role involves processing benefit transactions, facilitating Open Enrollment efforts, and staying updated on federal and state regulations affecting employee benefits.

Responsibilities
Serves as a Benefits Consultant for the South Carolina Department of Transportation
This position is responsible for assisting employees and other internal customers with SC PEBA insurance/retirement benefit programs including, but not limited to plan features, procedures, eligibility, and premium information
Receives, reviews and processes benefit transactions for new hires and changes for existing employees, such as life-status changes, employee/dependent death claims, Basic/Supplemental Long Term Disability claims, and Service/Disability retirement transactions/claims to ensure compliance with PEBA Insurance & Retirement policies and guidelines
Terminates active group coverage in accordance with PEBA guidelines
Facilitates COBRA information based on federal laws and PEBA guidelines
Maintains confidentiality
Assists in planning and facilitation of agency's Open Enrollment efforts statewide
Communicates provisions of benefits packages through annual enrollment meetings, benefits booklets, and direct meetings and communication with individual employees
Assists employees and other internal customers with SCDOT FMLA/Leave, Paid Parental Leave, and Extended Illness policies
Monitors and keeps abreast of the changing federal and state regulations and legislation that may affect employee benefits, Family Medical Leave Act, and Leave of Absence policies
Attends PEBA training and other related sessions in order to keep abreast of changes to benefit plans
Prepares and gives notification and updates to internal agency staff concerning new policies and procedures
Serves as a contact between SCDOT, PEBA, and all other designated benefit program area representatives
Performs other related duties as necessary
Qualification
Required
A bachelor's degree
Two and one-half (2.5) years of human resources experience
An approved acceptable equivalence
A valid motor vehicle operator's license
Travel is required to facilitate Open Enrollment duties (September/October) annually, and other times occasionally, according to the needs of the agency
The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer
May be required to lift up to 30 lbs
May be required to work outside normal work schedule
