Director IV - Special Procurements Project Director

Texas Health and Human Services Commission (HHSC) is dedicated to creating a positive impact in the lives of Texans. They are seeking a Director IV for Special Procurements Project to coordinate large procurement and grant projects, ensuring compliance with federal and state laws while providing leadership and technical expertise in solicitation activities.

Responsibilities

Develops, revises, and/or implements contract and grant solicitation requirements, processes and best practices that conform to federal and state requirements. Responsible for coordination and successful and timely administration and oversight of procurement and grant solicitations related to large projects such as the Rural Health Transformation Program funding
Provides technical and operational guidance to the agency, including legal and program staff where appropriate, to ensure large solicitations are issued in a timely, efficient, and ethical manner and in accordance with state and federal laws
May direct the preparation, development, review or revision of legislation or other requirements; may participate in establishing the agency’s position regarding legislative, administrative rule, or other applicable guidance impact; assists with planning and executing legislative implementation
Assist at the negotiations stage of the procurement and/or grant process to ensure state and federal requirements are met and resulting contracts meet the advertised procurement objectives; may serve as liaison with the legal division on legal issues; assists with review and revisions of solicitation templates
Hires, manages, and develops staff. Identifies staff development and training needs and consults with appropriate team members in developing training curriculum that incorporates the various requirements and customer service
Other duties as assigned
Represents the agency at business meetings, hearings, conferences, and seminars and on boards, panels and committees as a part of system-wide grant solicitation and procurement activities

Required

Five years' experience with state or federal grant solicitation development or grant management practices, statutes, rules and regulations
Knowledge of and skill in implementing Federal and grant laws and regulations, including 2CFR200, the State of Texas Procurement and Contract Management Guide, and Texas Grant Management Standards
Ability to work effectively as part of a team and to establish and maintain professional and productive working relationships
Ability to train and motivate others
Ability to prioritize, schedule, manage multiple tasks and issues simultaneously
Strong skills in using personal computers and applications such as spreadsheets and databases and other software systems used in the Procurement fields
Strong communication skills and the ability to effectively communicate with customers both orally and in writing
Ability to direct and organize program activities
Ability to establish and evaluate program policies, procedures, goals and objectives that support the strategic plan
Ability to identify problems, evaluate alternatives, and implement effective solutions
Ability to coordinate multiple assignments, organize and set priorities, and meet deadlines
Ability to logically assemble and evaluate information
Ability to prepare concise reports
Ability to make presentations and testify at hearings
Ability to plan, assign and supervise the work of others
Ability to establish and maintain effective working relationships with supervisors, peers, staff and others
Certified Texas Contract Manager (CTCM) certification must be obtained within six months of hire

Preferred

Graduation from an accredited four-year college or university – preferred not required
Three years' experience managing staff
Legal degree or experience working with legal personnel
Dual CTCD/CTCM certification preferred
