Information Technology Manager I
The California Governor's Office of Emergency Services (Cal OES) is seeking an Information Technology Manager I to supervise technical staff in managing complex personal computer systems and software. This role involves providing leadership on significant IT projects, ensuring client needs are met, and analyzing data to develop new methods and solutions.

Responsibilities
Supervising technical staff in planning, development, maintenance, coordination, and evaluation of services and support of complex, client-oriented personal computer systems and software
Providing leadership over significant information technology projects and systems
Using initiative and resourcefulness to analyze data and develop new methods, solutions, criteria, recommendations and new policies
Supervising specialized technical staff, providing direction and working with IT and Program management to ensure Cal OES goals and client needs are successfully met
Qualification
Required
Supervising technical staff in planning, development, maintenance, coordination, and evaluation of the services and support of the most complex, client-oriented personal computer systems and software used throughout Cal OES
Expert in information technology concepts, practices, methods, and principles, including an awareness of major technology environments and knowledge of computer systems, software, audiovisual, and telephony technologies
Providing leadership over significant information technology projects and systems
Using initiative and resourcefulness to analyze data and develop new methods, solutions, criteria, recommendations and new policies
Supervising specialized technical staff, providing direction and working with IT and Program management to ensure Cal OES goals and client needs are successfully met
Dealing with California Law Enforcement Telecommunication System (CLETS) and DHS/ FEMA Secure information and services
Submitting to a background investigation process, including but not limited to Live Scan fingerprinting to obtain Department of Justice and Federal Bureau of Investigations clearances
Preferred
Demonstrated experience leading enterprise IT client services and/or field IT operations, including service desk, desktop support, mobile devices, voice, collaboration platforms, and remote access technologies
Proven ability to plan, deploy, and support IT solutions in emergency response, disaster recovery, or high-availability operational environments, including support for field offices, joint field offices, or emergency operations centers
Experience managing IT services for a hybrid workforce, including remote users, mobile staff, and geographically distributed teams, with an emphasis on continuity of operations and rapid deployment
Strong knowledge of IT service management (ITSM) principles, incident and problem management, configuration management, asset lifecycle management, and service level monitoring
Demonstrated leadership and supervisory experience, including staff development, performance management, workload balancing, mentoring, and fostering a collaborative and inclusive team environment
Experience working within or alongside Incident Command System (ICS), emergency management structures, or other command-and-control environments
Ability to communicate complex technical concepts clearly and effectively to non-technical stakeholders, executives, program leadership, and external partners
Experience managing IT projects, including planning, scheduling, budgeting, vendor coordination, and delivery of solutions that align with business and mission objectives
Knowledge of state and federal IT policies, standards, and compliance requirements, including information security, data protection, and audit processes
Experience coordinating with internal and external partners such as cybersecurity teams, telecommunications units, vendors, state agencies, and federal partners (e.g., FEMA)
Demonstrated analytical and problem-solving skills, including the ability to assess operational risks, evaluate emerging technologies, and recommend practical, cost-effective solutions
Ability to perform effectively under pressure, manage competing priorities, and adapt quickly in dynamic and time-sensitive environments
