Administrative Officer
U.S. Department of Veterans Affairs is seeking an Administrative Officer for their Environmental Management Service (EMS). The role involves managing administrative operations, overseeing staff performance, and ensuring compliance with federal regulations while supporting the safety and efficiency of federal facilities.

Responsibilities
Manages the administrative and timekeeping operations of the entire service
Assigns work to subordinates
Delegates authority as appropriate
Holds staff accountable for their performance
Presents on behalf of the service chief administrative views policies decisions and other relevant considerations
Develops positions descriptions recruitment packages develops interview questions and scoring guidelines convenes interview panels serves on panels as appropriate/needed summarizes recommendations regarding expansion or additional staffing requests for Resource Council review
Monitors all accounting transactions and cash flow as budgetary demands on control point frequently requires incumbent's advice on increases or decreases of purchase for reconciliation with budget limitations
Collects develops and analyzes cost data relative to operations
Performs technical administrative or professional work involving managing administering operating or supporting services and programs related to the operation and safety of federal facilities
Develops contract specifications evaluates technical proposals for solicitations to determine competitive range certifies work is completed in accordance with state local and federal regulations as well as contract terms
Develops and applies a program of management review appraisal and improvement
Leads contract agreements and amendments by frequently communicating with contracting officers and vendors
Determines the need for and allocating of resources coordinating program efforts with other internal activities and program management officials
Determines long-range intermediate and short-range program goals
Coordinates and supports administrative functions for highly sensitive matters such as peer reviews disciplinary actions congressional cases VISN suspense institutional disclosures EPS inquiries fact findings administrative investigation boards etc
Coordinates with other Medical Center programs and activities as directed by the Chief
Coordinate activities with other Medical Center programs and activities
Serves as the primary Contracting Officers Technical Representative for all EMS managed contracts
Functions as ordering clerk for all Fund Control Points (FCP) responsible for processing most payments
Advises the service chief of needed alterations in procurement packages and suggests alternative spending plans
Qualification

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-11 position you must have served 52 weeks at the GS-09
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization
Specialized Experience is defined as: Experience with qualitative and quantitative techniques for assessing the effectiveness - efficiency and productivity of administrative - technical - and clinical programs
Experience in operations used to manage equipment - personnel - contracts - and communications
Data management techniques and maintenance of documentation and records
Experience with financial management and accounting practices for budget development - justification - and administration
Personnel management including recruitment - contract development - credentialing - maintenance of certification - and maintenance of personnel files
Experience with contracts and service line agreements and development of collaborative relationships
Experience with administrative policies - regulations - directives and principles used to administer VHA health care programs
Experience using Microsoft (MS) Word - MS Excel - MS PowerPoint - TEAMS - and MS Outlook programs with intermediate to advanced facility and skill

Education: Applicants may substitute education for the required experience
To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree - or 3 full years of progressively higher-level graduate education leading to such a degree - or an LL.M. in a field related to this position

Combination: Applicants may also combine education and experience to qualify at this level
You must have a combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements

You will receive credit for all qualifying experience - including volunteer experience
Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities

Physical Requirements: This position requires the incumbent to have the ability to commute to work daily - be physically able to ride long distances while traveling to all Lexington VA Healthcare System facilities - and the ability to be in a seated position at a workstation for long periods of time
The incumbent will be required to routinely walk long distances throughout the facility and must be capable of occasionally lifting 25 pounds or less
