The Office of the NYS Comptroller is seeking a Project Manager 2 to join their Project Management Team in the Bureau of the Program Management Office. Required

A doctorate AND one (1) year of qualifying experience; OR
A master's degree AND two (2) years of qualifying experience; OR
A bachelor's degree AND three (3) years of qualifying experience; OR
An associate's degree AND five (5) years of qualifying experience; OR
Seven (7) years of qualifying experience
Qualifying experience for Project Manager 2 must include: Planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law
For 52.6 transfer to Project Manager 2, SG-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-21 or above
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Project Manager 1 (full journey level, SG-18)

Preferred

Demonstrated experience managing projects with the use of a formal methodology
Demonstrated experience managing projects in OSC and/or New York State (NYS) government
Demonstrated experience working with others to analyze problems quickly and develop the best solution
Excellent communication skills and attention to detail
Demonstrated experience facilitating meetings and presenting training materials to large stakeholder audiences
Familiarity with NYS procurement processes
Demonstrated experience with business skills including coaching, working in teams, negotiating, and facilitating
Exceptional organizational skills, and able to set priorities when working on multiple tasks
Excellent interpersonal, written, and oral communication skills
Demonstrated ability to be flexible, adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments
A well-developed understanding of project methodology
Previous project management training, preferably certified by the Project Management Institute (PMI)
Demonstrated proficiency in Microsoft 365 including experience with Microsoft Teams and SharePoint
