Montgomery County, PA is seeking an Assistant Solicitor – Health and Human Services to serve as a legal advisor for the County’s Health and Human Services Departments. This role involves providing legal support, guidance, and representation for various departments, as well as overseeing legal proceedings related to mental health and social services.

Responsibilities

Provide day-to-day legal advice and counsel to the County’s Health and Human Services Departments

Assist with review, drafting, and negotiating contracts, agreements, and other legal documents

Represent the County at mental health commitment hearings and other related proceedings

Advise and represent County-related boards at public meetings

Represent County social service agencies in administrative proceedings

Draft and timely file pleadings, motions, and briefs in various legal matters

Oversee and manage outside counsel as assigned

Represent the Office of Children and Youth (OCY) in dependency, Orphans’ Court, and administrative proceedings

Review record requests and release of documents for OCY

Participate in case reviews, provide legal guidance, and plan case strategy for OCY

Perform other duties as assigned

Law degreePennsylvania Bar membershipGovernment agency experienceDependency proceedings experienceManage prioritiesCommunication skills

Required

Law degree from an accredited law school and member in good standing of the Pennsylvania Bar or another state bar with a commitment to becoming a member of the Pennsylvania Bar

Minimum of 3+ years of related experience, with a focus on working with government agencies administering both federal and state grant programs and experience in dependency and Orphan's Court proceedings

Excellent written and oral communication skills, with the ability to articulate legal concepts to non-legal stakeholders

Ability to manage multiple priorities and work independently with minimal supervision
