HR SPECIALIST (RECRUITMENT & PLACEMENT)

NAVWAR is seeking an HR Specialist (Recruitment & Placement) to serve in the USFF HR Services Branch at Portsmouth Naval Shipyard. The role involves providing HR management advisory and technical services, executing recruitment and placement programs, and advising managers on staffing requirements and resources.

Responsibilities

You will provide authoritative HR management advisory and technical services on complex and wide-impacting customer functions and work practices
You will use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management
You will advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity
You will execute recruitment, placement, reduction-in-force (RIF), and related programs for assigned organizations
You will prepare written correspondence and other documentation
You will perform other duties as assigned

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Experience applying a wide range of HR concepts, principles, laws, regulations, and practices
Experience providing guidance on merit system principles and prohibited personnel practices
Experience coordinating with multiple parties (e.g. commands, agencies, HROs) to resolve human resources issues, such as pay issues, recruitment, position management
Experience identifying sources of non-competitive candidates (e.g. reassignment, reinstatement, alternative appointment authorities) to fill vacancies
Experience using HR systems to query, retrieve, and analyze information to complete assignments
Successful completion of a Ph.D. or equivalent doctoral degree
Successful completion of three full years of progressively higher level graduate education leading to such a degree
LL.M., if related
A combination of experience and graduate education as described above that equates to one year of experience
