Responsibilities

Manage the day-to-day operations of Financial Services & Reporting
Supervise four Accounting Administrator I-Supervisors and their teams
Ensure timely and accurate processing of accounting functions and cash management
Ensure compliance with state and federal reporting requirements
Collaborate with the Chief Accounting Officer in policy implementation and strategic fiscal oversight

Statement of Qualifications - The SOQ must be no longer than three pages in length, Arial 12-point font, and answer the following questions: Please describe your experience in a leadership role. Please explain your experience with Cash Management activities. What is your experience in implementing a new ERP system? What challenges did you face? How do you ensure accuracy and reliability in financial and/or federal reporting?
Excellent organizational, communication, and time management skills
Ability to apply accounting principles and procedures, analyze data and draw sound conclusions, develop an effective course of action, prepare complete and concise reports and communications in regards to problems and issues
Ensure compliance with laws, policies, procedures; plan and organize work; evaluate workload and resources
Experience with and knowledge of the YE process (accruals and manual financial statements), the Month-End Close (MEC) process, the GAAP reporting, and other reporting requirements
Experience with reconciliations: Appropriation, Cash In State Treasury (CIST), and bank reconciliations
Ability to interpret and apply laws, rules, procedures, Generally Accepted Accounting Principles, and control agency laws and rules to research and diagnose issues and present the findings to management
Ability to be detailed-oriented while focused on accuracy and meeting competing deadlines
Ability to be flexible in response to changing workload, consider creative approaches, and apply novel solutions
Proficiency with governmental accounting processes and the FI$Cal system
Knowledge of Department of Rehabilitation's mission and goals
