Responsibilities

Responsible for overall financial management, reporting, and compliance with JHU, sponsor, and federal policies and regulations
Responsible for sub-contract management, including initiation, prior approval requirements, document collection, invoice processing, and troubleshooting
Responsible for monthly reconciliation of all program accounts
Establish and maintain sound and transparent accounting and fiscal control procedures for financial, sub-contracts, small grants, and operations aspects of the project
Ensure compliance of financial and operational systems with JHU policies and procedures, US Government rules and regulations, award contract requirements, and partner government laws
Develop, analyze, and monitor program budgets and pipelines; monitor and track obligations and expenditures against budgets; create projections on anticipated project spending
Review project procurement requests to ensure allowability, allocability, consistency, and reasonableness
Advise the Chief of Party (COP) and Project Director on project financial and compliance status, availability of funds for project activities, and other financial and operations-related matters
Prepare and submit annual and quarterly financial and accrual reports
Liaise with internal and external auditors during project financial management reviews
Identify and monitor implementation of any corrective actions needed
Provide technical assistance and guidance to local partners on financial compliance and reporting
Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, cost share reports, and other reports as required by JHU and GHSD
Supervise and/or mentor administrative, finance, procurement, and grants staff, including performance evaluation; develop staff capacity and facilitate professional growth
Ensure continual review of internal and strategic controls, communications, risk assessments, and maintenance of documentation
Support sub-recipients as needed to ensure sound financial management and operations
Ensure that sub-recipients, sub-grants, and consultancy documents and procedures are completed in a timely manner and comply with JHU and GHSD policies and regulations
Maintain good working relationships with officials, government ministries, implementing partners, and the international and local NGO community
Prepare and present quantitative and qualitative financial analyses focusing on variances from budget
Provide strategic information to SMART4TB Leadership on project finances to aid in developing and implementing strategies
Assist COP & Project Director in facilitating, managing, and tracking cost-sharing contributions from the SMART4TB Consortium, Industry Partners, NGOs, Foundations, Private Donors, and Local Research Organizations
Develop long-term projections based on different scenarios to aid decision-making, budget allocation decisions, and the efficacy of budget allocation plans toward defined objectives
Develop strategies to mitigate emerging budget shortfalls or potential over-expenditures
Assist the Project Director in representing the SMART4TB consortium and liaise on matters dealing with award fiscal discussions with JHU & GHSD officials

Required

Bachelor's Degree in Finance, Accounting, Business, or related field
Five years of related experience
Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula
