The State of Florida is seeking an Accountant III for the Department of Agriculture and Consumer Services. This role involves serving as a Purchasing Card Liaison, processing travel authorizations, and managing financial information for the Office of Agricultural Law Enforcement.

Responsibilities
Serves as Purchasing Card Liaison for the Office of Agricultural Law Enforcement (OALE) and P-Card Liaison with the department’s P-Card Administrator
Processes P-Card applications and coordinates P-Card training for OALE employees
Serves as an approver for OALE, processing P-Card payments in the P-Card WORKS System ensuring that items are coded correctly
Coordinates follow-up activities for fraudulent use of employees’ P-Cards
Provides information for lost or stolen P-Cards and submits reports as required
Provides guidance to users as to appropriate use of P-Cards and acceptable P-Card purchases
Monitors all purchases to ensure they meet purchasing guidelines
Responds to requests for documentation from the Bureau of Finance and Accounting
Communicates changes in P-Card policy to cardholders
Reconciles all vehicle card charges to items reported on the vehicle logs submitted by the card users and notifies the property section of any corrections
Researches discrepancies between the vehicle logs and the fuel card payment system
Analyzes all charges to ensure they are reported correctly and that all receipts are correct
Serves as OALE Travel Preparer and Approver
Responsible for electronically entering travel authorizations and vouchers submitted for (OALE) employees into the State Travel Management System (STMS)
Coordinates with Training Section to ensure that all travel authorizations are processed timely and correctly
Enters all travel reimbursement vouchers into STMS in a timely manner
Researches outstanding trips and coordinates with travelers to ensure travel is submitted in a timely manner
Coordinates training as system updates occur
Serves as Travel Liaison with department’s Bureau of Finance and Accounting (BFA) Travel Section to ensure compliance with state and department rules and guidelines
Responsible for processing all unencumbered expenses transaction (TR51’s) in the department’s disbursements system (AIMS)
Serves as backup for submission of purchasing requisitions and processing of encumbered payments
Responsible for compilation of financial information for entry into the Florida State-Owned Lands and Records Information System (FLSOLARIS) database
Serves as backup to the OALE FLSOLARIS Liaison
Serves as a member of the State Emergency Operations Center (SEOC) – Support Function – Animal Response Team (ESF-17), which includes participating in state exercises and staffing the SEOC upon activation
Facilitates the deposit of OALE revenue checks received to BFA, reconciling transactions for accuracy
Processes checks and money orders submitted directly to OALE
Analyzes revenue reports to ensure that information is recorded correctly
Communicates with BFA to resolve deposited revenue issues
Assists the Director and Executive Staff with special assignments in the area of purchasing, policies and procedures, and contract management
Responsible for analyzing and detecting specific management and administrative programmatic problems and recommending effective solutions to the Director, Fiscal Manager and/or other Executive Staff
Much of this work is independent, analyzing, developing and assisting in the installation of improved managerial policies, practices, records, methods, procedures and organizational structures
Prepares financial charts, graphs, and reports to be used in improving management and the fiscal operations of the organization
Receives and responds to phone, mail and electronic inquiries pertaining to OALE fiscal matters
Prepares requested reports and processes fiscal related correspondence
Performs Other Related Work As Required
Qualification
Required
A bachelor's degree from an accredited college or university with a major in accounting, finance or business administration; or a high school diploma or its equivalent, with Three (3) years of professional or nonprofessional accounting experience
This position requires you to possess a valid driver's license
Preferred
Those who have 3 years or more experience in processing and approving State of Florida purchasing card transactions in the Works database
Those who have 3 years or more experience in processing and approving travel requests and reimbursements in the State of Florida Statewide Travel Management System (STMS)
