Public Works Administrative Staff Assistant II

City of Susanville is seeking a Public Works Administrative Staff Assistant II to perform a variety of complex and responsible administrative, technical, and clerical duties in support of the Public Works Department. The role requires independent judgement, advanced administrative skills, and the ability to coordinate across multiple divisions and external agencies.

Responsibilities

Receive, evaluate, and answer telephones and follow specific guidelines in providing information and directing the public’s calls and taking messages
Respond to emergency and non-emergency calls for natural gas (in accordance with city natural gas emergency response plan) and water system, dispatch maintenance and repair crews as needed and monitor staff movements in and out of organization
Greet visitors to organization, monitor access and maintain security awareness, provide high level and confident information to the public
Perform basic cashier duties
Cross-train and provide backup support to finance and building and planning departments as needed
Prepare a variety of materials for public works staff, including correspondence, reports, manuals, guidelines, mailings, spreadsheets, data bases and permits
Open, sort and distribute incoming correspondence
Maintain office supply inventories and coordinate maintenance of office equipment
Maintain department databases and filing systems, both electronic and hard copy, ensuring timely and accurate record retention, including filing of natural gas operational records
Maintain electronic and hard copy filing system
Prepare and modify documents including correspondence, reports, drafts, memos and emails
Schedule and coordinate meetings, appointments and travel arrangements
Support the City’s Natural Gas Public Awareness and Safety Program, preparing quarterly educational mailings, public notices, and brochures regarding pipeline and natural gas safety in accordance with the city natural gas public awareness program
Proficient in the preparation of departmental reports and data submissions for state and federal compliance programs
Provide high level of administrative support in the management of the various Public Works projects and programs including the City’s Adopt-A-River-Trail program
Serve as the secretary to the Lassen County Air Pollution Control District Board by attending and coordinating meetings and prepare meeting minutes; process LCAPCD accounts receivables and payables
Assist with managing grant programs
Maintain the Public Works Surplus
Performs other duties as required

Required

Five (5) years increasingly responsible administrative or clerical experience, involving frequent contact with the public, with at least two (2) years in a public works, utilities, or government agency environment
Valid California driver's license
High School Diploma or GED Equivalent
Modern office practices and procedures including preparing business correspondence, providing professional customer service, and demonstrate standard office equipment operation
Customer service principles and practices, including ability to communicate clearly and professionally, both orally and in writing
Principles of public administration, record keeping and information management
Computer operations and common software packages including Microsoft Office Suite (Word, Excel, and Outlook)
Basic accounting and bookkeeping
Demonstrate good judgment and sound decision making in accordance with established procedures and policies
Establish and maintain cooperative and effective relationships with those contacted in the course of work
Understand and follow oral and written management direction and utilize professional written and verbal communication
Perform a variety of complex administrative duties independently with minimal supervision
Maintain a professional personal presentation
Position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting, couching and stooping in the performance of daily activities; grasping, repetitive hand movement and fine coordination in preparing reports and documents using a computer keyboard; near vision in reading correspondence and documents and viewing a computer screen throughout the day; work in a noisy environment with multiple distractions; operate a variety of office equipment such as a calculator, computer and typewriter. Acute hearing is required when providing telephone service and communicating in person; ability to lift, drag and push files, computer reports or other materials weighing up to twenty pounds
