Director Of Facilities Operations(Hybrid)

The Connecticut Department of Administrative Services is seeking a Director of Facilities Operations to oversee school development and facilities operations within the Connecticut Technical Education and Career System (CTECS). This role involves providing maintenance leadership, developing maintenance programs, and assisting with budget preparation and project execution.

Responsibilities

Overseeing maintenance and custodial staff district wide
Developing maintenance programs, cleaning plans, and emergency response procedures
Assist with budget preparation and capital project prioritization
Assist with needs analysis, scope development, prioritization, coordination with staff and trades, solicitation of quotes or bids, project execution, and preparation of closeout documentation
Directs staff and operations in the areas of building services and contract compliance
Coordinates, plans and manages section activities
Formulates goals and objectives
Develops or assists in development of related policy
Interprets and administers pertinent laws
Evaluates staff
Assists in preparation of section budget
Maintains contacts with individuals within and outside of section who might impact on program activities
Prepares reports, correspondence and procedural manuals
Administers a quality control and compliance program
Prepares and reviews plans and specifications for building renovations and/or alterations
Selects and supervises service contractors
Leads the recruitment and hiring of staff, including outreach, interview and selection
May direct staff and operations of trade shops and grounds sections
May develop and maintain a preventive maintenance program
Performs related duties as required

Required

Eight (8) years of professional experience in the repair and maintenance of large buildings, leasing, acquisition or management of property or building contract administration
Two (2) years of the General Experience must have been in a supervisory capacity
Considerable knowledge of and ability to apply management principles and practices
Considerable knowledge of relevant state and federal laws, statutes and regulations
Considerable knowledge of relevant agency policies and procedures
Considerable knowledge of state of the art security systems, building operations and maintenance procedures and techniques
Considerable knowledge of trades including building, custodial and grounds
Considerable knowledge of energy conservation methods and techniques
Considerable knowledge of budget preparation and control
Knowledge of contract preparation and administration
Knowledge of tenant agency requirements
Considerable interpersonal skills
Considerable oral and written communication skills
Skill in prevention of deterioration, obsolescence and destruction of buildings and operating equipment
Considerable ability to prepare plans, specifications and cost estimates for equipment, services and repairs

Preferred

Experience managing maintenance staff at multiple facilities within a defined district or region
Experience managing and developing practices for building operations, and equipment at multiple facilities
Experience mentoring and training staff
Experience diagnosing Building System issues, and developing an action plan for repair, including temporary and permanent measures
Experience aligning building-level priorities with district plans within available funds to assist with districtwide prioritization of staff and capital project planning
Experience with the State of Connecticut or public sector procurement and bid solicitation process
