Financial Specialist III

Responsibilities

Execution, coordination, and comprehensive analysis of the department's fiscal operations
Guides departmental staff on procurement rules and processes
Indirectly oversees accounts payable and general accounting activities, and complex reporting
Directly supervises the Financial Specialist II
Ensures procurement and other finance activities are compliant, efficient, and accurately reported to senior management
Serves as a key fiscal liaison, coordinating across department units and with external county and state financial offices

Required

Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems
Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records
Ability to effectively supervise and coordinate the activities of staff
Ability to develop and implement fiscal policies and procedures
Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field
Three years of professional-level experience in finance, business administration, budgeting, or contract management
Cardiopulmonary resuscitation (CPR) certification (Required within 60 days of appointment)
Automated External Defibrillator (AED) certification (Required within 60 days of appointment)
The appointee to this position will be required to complete a criminal background check, Child Protective Services Registry check, and credit check to the satisfaction of the employer
This position is emergency/essential services personnel (Required to report for duty during inclement weather and/or other emergencies)

Preferred

Five or more years of experience in governmental financial practices, including accounting, accounts payable, procurement and conducting financial analysis
Three or more years of experience in establishing performance measures relevant to financial processes
Three or more years of experience in guiding non-financial staff through government procurement processes and rules
Three or more years of experience in providing leadership, direction, training and organizing the daily activities of a fiscal unit
Three or more years of experience working with Enterprise Resource Planning information systems with integrated budget, accounts payable, and procurement functions
Three or more years of experience supervising staff in a financial setting
Experience directly presenting complex fiscal information or reports to individuals at organizational levels above immediate supervisor
Proficiency in Microsoft Office Excel
Excellent communication skills both verbal and written
