Site Services Technical Specialist (Engineer II)

Fairfax County Government is seeking a Site Services Technical Specialist (Engineer II) to join their Land Development Services team. Responsibilities

Reviews permit applications and site-related plans and documentation including; complex site plans, minor site plans, infill lot grading plans, rough grading plans, and minor addition walkthrough waivers to ensure submitted plans and documentation meets all of the applicable site codes to include the Chesapeake Bay Preservation Ordinance, the Erosion and Stormwater Management Ordinance, Zoning Ordinance, and other regulated design criteria
Calculates and determines conservation deposit and pro-rata share amounts and collects fees
Provides leadership to the Site Services Center team by providing support to technical staff with regards to the review of minor site plans and walkthrough RPA waivers, facilitating pre-submission meetings, creating training and development plans for consistent plan processing and quality control reviews
Collects fees for future construction escrows, conservation deposits, and pro rata share amounts in conformance with county and state codes
Develops and facilitates training for a team of engineering technicians on a wide range of topics including; PLUS processes, submission and checklist criteria, plan review basics for minor plan types, waiver review, and general site services expectations for customers and applicants
Processes plans to and from appropriate review agencies
Processes and verifies data entry and coverage for the Virginia Erosion and Stormwater Management Program permit per county and state requirements
Ensures submitted plans meet the minimum stormwater criteria and that any required BMPs are acceptable to the county and state
Communicates with customers and county staff regarding plan-related submissions and requirements, maintenance agreements, land disturbance activity and associated fees needed for acceptance and plan issuance
Provides customer support for a range of services, including permits, building plans, site-related plans, waivers inspections, and other submissions processed by the Department of Land Development Services
Ensures compliance with applicable codes, regulations, and standards related to various types of construction within Fairfax County
Supports the Site Services Chief in process improvements and PLUS system enhancements
Delivers exceptional customer service through in-person, phone, and virtual channels, providing subject matter expertise to address real-time inquiries
Collaborates with colleagues both within and outside the business unit to ensure efficient service delivery and timely resolution of customer needs
May perform job site visits; ride in vehicles with other employees
Complies with county, agency, and job specific training, including but limited to Emergency Management and Safety related courses
Complies with LDS safety program and guidelines

Required

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field
DEQ - Erosion and Sediment Control Plan Reviewer certification
DEQ - DUAL Program Administrator certification
Knowledge of topographic and construction surveying
Knowledge of common methods and equipment used in engineering design/construction and of inspection methods used in reviewing such work
Ability to gain familiarity with the Public Facilities Manual
Ability to work in a team environment
Ability to train and supervise staff
Ability to prepare technical reports and to present findings in a clear and concise format
Ability to collect and compile research data

Preferred

1-2 years as a team lead or justified leadership role
2 years in Land Development Customer Service
1 year experience in a plan reviewer capacity
2 years working Knowledge of Land Development related ordinances and regulations
Bachelor's degree
