Program Manager

Responsibilities

Oversee, plan, organize, direct, monitor and evaluate program goals and objectives
Ensures compliance with applicable federal, state, and local laws, regulations, policies and procedures
Ensures effective and quality service delivery to Fairfax area residents
Provides direct supervision and guidance to the Adult Services Assistant Program Manager
Management of Clinical and non-clinical services: Ensure resources, advocacy, safety and well-being of older adults, adults with disabilities and caregivers are met
Leads program development, monitoring and surveying of services, strategic planning, design and redesign of programs, initiatives, and workforce management
Oversee and directly support conflict resolution and change management processes for employees and programs
Facilitates a team-based, participatory work environment aimed at professional growth and supportive clinical service delivery for case carrying program staff
Develop and offer training and professional development activities
Communicates performance expectations, and ensures policy alignment in staff development, training, and practice implementation
Quality Control: Establish standards for quality work, staff selection and retention
Oversee and evaluate service delivery by contractors
Provide oversight and direction in establishing standards and measures to evaluate service delivery and to monitor performance
Ensure accurate and consistent interpretation and implementation of policies and procedures
Maintain current knowledge of aging trends, state initiatives and best practices to plan strategically for division programing
Partnership Development and Communication: Develop department, county and community partnerships to enhance services
Provides oversight for care planning team
Serves on boards, task forces, committees and other community groups
Serves as an Adult Services representative at the local, state and national level upon request
Present program and division level presentations to the department, county and community groups
Responds to client, community, and elected officials regarding service concerns
Budget and Department support: Provides analysis and input on the Adult and Aging budget and monitors and manages program expenditures
Analyzes existing programs and services to modify and to initiate new services

Required

Ability to plan and direct the activities of a large group of human services professionals
Ability to work successfully with other managers for strategic planning, to develop common outcome measures, and to share responsibility for achieving goals
Ability to successfully work with County and School officials and community leaders
Knowledge of the principles and practices of casework supervision
Knowledge of current social service trends and methods/approaches to address them
Knowledge of the principles, methods and problems of organization and management
Knowledge of business process redesign methodologies
Knowledge of strategic planning
Knowledge of budgeting
Knowledge of contract services management
Knowledge of human resources management practices
Knowledge of performance management
Thorough knowledge of federal, state and county regulations and guidelines relating to the assigned area of specialization and the ability to accurately apply, interpret and administer them
Ability to solve problems and resolve conflicts
Ability to develop and implement creative approaches to address needs
Ability to communicate clearly and concisely, both orally and in writing
Ability to establish and maintain effective working relationships with a variety of individuals
Ability to collaborate across organizational boundaries to find common ground with a widening range of stakeholders
Ability to develop professional networks with individuals and groups, both internal and external to the organization
Ability to work with a personal computer and multiple software applications
Graduation from an accredited four-year college or university with a bachelor's degree in social services or human services, or with major course work in a specialty that confers within a community-based service delivery setting (for example, child development and family studies, education, public administration, recreation), or other related field; plus five years of professional experience in the social services, human services, or other community-based service delivery service or setting; two of which included supervising professional staff. A master's degree in an appropriate field may be substituted for one year of the required experience

Preferred

Master's degree in social work (MSW)
Five years of professional supervisory social work experience working with older adults or adults with disabilities
Extensive knowledge of community-based and long-term care services
Experience using automated technology and software programs such as Microsoft Word, Excel, Access, and Outlook
