Associate Attorney - Compliance, Policy, & Risk

Responsibilities
Handles risk management and insurance program support functions
Assists in the coordination of risk compliance and insurance activities across the CTA system
Reviews and monitors insurance events, comply with and analyze data on potential claims, report claims to broker, and assist in claim recovery matters with broker, adjuster, insurance representatives, and internal clients
Reviews broker compliance and support broker renewal agreements, including monitoring broker compliance with contracts, compiling data for and assisting broker in renewal of various policies
Handles policy matters including interpretation laws and regulations and applies them to the CTA’s operations, processes, and programs
Drafts and edits CTA’s Administrative Procedures and other internal policy documents
Consults with internal CTA departments on effective implementation of changes to CTA policies and procedures caused by new or amended laws and regulations or other regulatory oversight directives
Researches and drafts formal CTA commentary regarding proposed rulemakings of regulatory agencies
Conducts legal compliance and ethics functions
Prepares responses to requests for information from the Illinois Office of the Executive Inspector General (OEIG). Interprets laws and regulations and applies them to the Authority’s operations, processes, and programs
Handles CTA’s participation in external program reviews and audits assessing CTA’s regulatory compliance
Consults with internal CTA departments on effective implementation of changes to CTA policies and procedures caused by new or amended laws and regulations or other regulatory oversight directives
Conducts internal investigations and make recommendations for findings of violations and remedies
Supports training as necessary
Prepares and issues responses to requests for FOIA, including extensive and complex requests for attorneys, media, or individuals
Communicates with staff throughout the Authority to coordinate gathering and retrieving information and records
Confers with Law on requests that are in the claims or litigation stage or have other legal ramifications
Reviews records for exempt material and redacts the records accordingly
Performs other duties or special projects as assigned
Qualification
Required
Juris Doctor (J.D.) degree from an accredited school of law and licensed to practice law in the State of Illinois
one (1) year of experience as a practicing attorney or one (1) year of experience spent handling risk/insurance compliance or legislation/policy matters
Required to maintain appropriate continuing legal education credits
General Knowledge of applicable federal and state laws
General Knowledge of principles and methods in drafting legal documents and research
Knowledge of insurance and risk legal principles and laws
Knowledge of legislative and policy drafting
Working knowledge of Microsoft Office Suite (Word, PowerPoint, Excel, Outlook)
Strong research, analytical, and writing skills
Strong organizational skills and great attention to detail
Strong interpersonal skills and a suitable temperament and disposition
Strong verbal and written communication skills
Ability to learn and develop new skills and subject matter knowledge
Ability to coordinate multiple requests simultaneously while meeting multiple deadlines
Ability to provide effective solutions to CTA issues with integrity, initiative, and creativity
Ability to process requests and assignments within statutory timeframes
Ability to work with CTA departments to ensure the accuracy and completeness of information provided to the public through the Freedom of Information Act process
Ability to recognize when a request would unduly burden CTA staff and operations and follow the requirements of the Illinois Freedom of Information Act to properly respond to such requests
Ability to work on many tasks simultaneously
Ability to effectively communicate with CTA staff of all levels and the public
