The San Diego Supercomputer Center is part of UC San Diego, focused on ocean and earth science research. They are seeking a Marine Procurement Specialist responsible for day-to-day purchasing, vendor evaluation, and procurement activities for the Nimitz Marine Facility.

Responsibilities
Responsible for the day-to-day purchasing of goods and services and the full spectrum of procurement activities necessary for department operations
Assists in identifying vendors, researches new sources and evaluates their potential by comparing against department standards and specific requirements
Makes recommendations to management and customers based on substantive well-researched information
Analyzes/interprets/understands department's needs, long and short term, to assist in the advancement of the department's procurement goals
Uses resourcefulness, professionalism and performs under crisis conditions when procurement problems threaten safety or loss of valuable science
Responsible for tracking long-lead time, sensitive, and controlled purchases; coordinating the procurement of services and provisions in ports of call worldwide
Communicates with a very diverse population and conducts business with tact and diplomacy
Develops and provides various financial reports which track spending patterns, capture statistics, identify trends and assist management
Takes a lead role in the effective use and operation of the marine maintenance/purchasing management system; trains department personnel and vendors about UC procurement policies, procedures and established guidelines that ensure departmental integrity and ethical business practices
Qualification
Required
Bachelor's degree in related area and / or equivalent experience / training
Analytical skills necessary to evaluate the quality and cost effectiveness of purchasing options
Ability to read and interpret terms and conditions of basic contracts
Ability to work in a fast-paced environment where information must be assembled quickly and accurately, with competing and conflicting deadlines. Proven ability to work independently, under pressure, and manage multiple concurrent tasks and responsibilities and to deal with changing priorities, while maintaining professionalism and personal effectiveness
Demonstrated knowledge and understanding of purchasing policies and procedures including knowledge of purchasing and buying procedures and practices for federally funded contracts and grants procurement; knowledge of funding restrictions and regulations regarding equipment purchases and non-standard services
General knowledge of domestic and foreign shipping and receiving procedures and U.S. customs regulations
Ability to obtain and maintain a forklift license acquired
Proven ability to analyze complex situations, financial issues, and data, and develop clear and concise written/oral reports or recommendations, especially when no clear directives are provided and/or there are many possible solutions. Conceptual knowledge to develop, design, modify, and prepare financial and other types of reports for use by management for decision-making
