GDI - Cloud Program Manager

Responsibilities

Provide overall program leadership for large-scale DoD cloud migration and modernization initiatives using Oracle Cloud Infrastructure
Serve as the primary point of contact for government customers, ensuring alignment between program execution and mission, business, and security objectives
Manage integrated master schedules, budgets, staffing plans, and delivery milestones across multiple workstreams and subcontractors
Lead cross-functional Oracle Consulting teams, including cloud architects, engineers, security specialists, and functional SMEs
Oversee risk, issue, and dependency management, proactively identifying mitigation strategies and driving resolution
Ensure program compliance with DoD security requirements, including RMF, ATO/IATT processes, and classified network constraints
Coordinate closely with security, compliance, and accreditation teams to support Authority to Operate (ATO) milestones
Track and report program performance using earned value, KPIs, and executive-level status reporting
Ensure adherence to Oracle delivery methodologies (including Oracle’s cloud delivery frameworks) and DoD program management best practices
Support transition to operations and sustainment, ensuring long-term stability, performance, and customer success

Required

US Citizenship required
Active SECRET Clearance
Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field
10+ years of progressive IT program or project management experience, including leadership of large, enterprise-scale initiatives
Demonstrated experience managing cloud or infrastructure programs for DoD or other federal government customers
Strong understanding of cloud migration, modernization, and hybrid cloud delivery concepts
Experience managing cost, schedule, scope, and risk across multi-year, multi-team programs
Proven ability to communicate effectively with senior government and industry stakeholders
Strong leadership, organizational, and problem-solving skills

Preferred

Prior experience delivering programs on Oracle Cloud Infrastructure (OCI)
Experience supporting DoD programs operating in IL4/IL5/IL6 or similarly regulated environments
Familiarity with RMF, ATO/IATT processes, and federal compliance frameworks
Experience managing programs involving Oracle technologies such as Exadata, Autonomous Database, PeopleSoft, or Oracle Analytics Cloud
PMP, PgMP, or similar program management certification preferred
Experience working within large system integrator or OEM-led consulting organizations
Strong understanding of cloud operations, sustainment, and transition-to-operations models

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
