Administrative Director of Facility Operations

The City of New York's Department of Correction is responsible for maintaining a safe environment for employees and those in custody while participating in criminal justice reform. The Administrative Director of Facility Operations oversees administrative functions supporting facility operations, ensuring compliance and effectiveness across commands.

Responsibilities

Assist in the development and implementation of action plans, policies, security enhancements, and overall best correctional practices
Conduct audits and reviews to ensure compliance with agency policies, procedures, and minimum standards
Collect, analyze, and report operational and administrative data to support informed decision-making
Track and measure compliance with current policies, directives, and regulatory requirements
Provide strategic and operational oversight of administrative functions supporting operations, ensuring consistency and effectiveness across commands
Coordinate and monitor facility-based administrative processes, including staffing support, timekeeping, payroll coordination, scheduling, and operational reporting
Serve as a central point of contact between facility leadership and headquarters units to resolve operational issues
Ensure timely and accurate submission of daily Close of Business (COB) and operational reports
Assess, review, track, and follow up on incidents to support operational oversight, risk mitigation, and corrective action administrative issues
Ensure facility operations comply with applicable Federal, State, and City laws, DOC rules and directives, collective bargaining agreements, and internal policies
Identify operational risks and implement corrective actions to mitigate compliance, audit, and service delivery issues
Support inspections, audits, and reviews by internal and external oversight entities
Lead, mentor, and support facility administrative leadership and staff, promoting accountability, consistency, and professional development
Foster a culture of collaboration, continuous improvement, and service excellence across facility operations
Provide guidance and escalation support to facility administrators on complex personnel, operational, or administrative matters
Analyze operational data, trends, and performance metrics to identify gaps, improve efficiency, and inform leadership decision-making
Support implementation of departmental initiatives, reforms, and special projects impacting facility operations
Develop and recommend process improvements to enhance operational readiness, service delivery, and staff effectiveness
Collaborate with DOC divisions including Human Resources, Labor Relations, Finance, Legal, Compliance, and Training to ensure coordinated operational support
Liaise with external City agencies, oversight bodies, and partners as required
Participate in executive briefings, operational meetings, and emergency response planning as needed
Perform related duties as assigned by executive leadership

Required

A baccalaureate degree from an accredited college, and four years of full-time experience in corrections, social work, psychology, law, public administration, law enforcement, or a related field providing direct services to an inmate or detention population within a correctional or related facility, at least one (1) year of which must have been in a responsible supervisory, administrative or consultative capacity
A high school diploma or evidence of having passed a high school equivalency examination and six (6) years of full-time experience as described above
Education and/or experience equivalent to '1' or '2' above. Service as an inmate in correctional or related facility may be substituted for a portion of the required experience up to a maximum of two years on a year for year basis
A graduate degree from an accredited college or university with a major in social work, psychology, law, criminal justice or public administration which includes a field placement performing duties as described above, may be substituted for up to one year of full-time experience as described in '1' above. However, all candidates must have at least two years of full-time experience as described in '1' above, at least one year of which must have been in a supervisory, administrative or consultative capacity

Preferred

Significant managerial and administrative experience within correctional, public safety, or large public-sector operational environments
Demonstrated experience managing complex operations, compliance requirements, and cross-functional teams
Strong leadership, judgment, and decision-making skills
In-depth knowledge of correctional operations and public-sector administration
Experience working in unionized environments
Excellent communication, organizational, and problem-solving abilities
Ability to manage competing priorities in a high-pressure operational setting
