FINANCIAL MANAGEMENT ANALYST
NAVWAR is seeking a FINANCIAL MANAGEMENT ANALYST to serve in the Financial Offices of NAVY MUNITIONS COMMAND, CONUS WEST DIV. The role involves leading budget development, analyzing resource requirements, and ensuring compliance with funding regulations while providing oversight and reporting on fund execution.

Responsibilities
You will lead the development of annual and multi-year budget estimates
You will collect, analyze, and consolidate resource requirements
You will prepare and present budget justifications for internal and external briefings
You will recommend funding realignments and adjustments to optimize resource use and ensure compliance with funding regulations
You will provide execution oversight and develop status reports, spend plans, and reprogramming documentation
You will monitor and track fund execution using DON financial systems (e.g., SABRS, Navy ERP)
You will assist in maintaining data integrity across financial management and reporting systems
You will develop financial reports and dashboards to provide leadership with real-time visibility into budget execution and funding trends
You will interpret, implement, and communicate financial management policy, guidelines, and regulatory updates and advice on budgetary matters, providing data analytical support and strategic insight
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

This is a bargaining unit position
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and applying financial management data to support financial operations of an organization to include budget formulation, justification, and oversight of financial systems for compliance with internal controls
