The Office of the NYS Comptroller, led by Thomas P. DiNapoli, is seeking a Contract Management Specialist to assist in various contractual, administrative, and fiscal management activities. Responsibilities
Assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services
Serve as an agency liaison person
Provide technical assistance
Negotiate, develop, prepare, implement, process, and track contracts
Audit and process contract claims and vouchers
Review and approve contract payments and assure that they are in accordance with contract terms
Evaluate Requests for Proposals (RFPs), Invitation for Bids (IFBs), or Sole/Single Source Procurements
Supervise staff
Provide a wide range of contract auditor support related activities, including development of guidelines and standards, analyze business processes and requirements, draft and implement policies and processes, prepare contract data related reports, provide guidance, technical assistance and training to contract auditors and agency staff and/or potential bidder(s) to facilitate the contract and procurement processes and act as a liaison with the Statewide Financial System
Qualification
Required
Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms
Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms
Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms
An associates degree in a related field may substitute for two years of experience listed above
A bachelor's degree in a related field may substitute for four years of experience listed above
A master's degree in a related field may substitute for five years of experience listed above
A doctorate degree in a related field may substitute for six years of experience listed above
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law
For 70.1, 52.6 or 70.4 transfer to a Contract Management Specialist 1 (SG-18), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position
Preferred
Knowledge of NYS contract laws, rules and regulations
Knowledge of the Statewide Financial Services system and the related contract audit systems, including Contract Audit Module
Ability to communicate contract audit requirements to system users
Ability to assist with contract policy and user document development and execution
