The Town Engineer will be responsible for developing and maintaining public infrastructure, overseeing capital projects, and ensuring compliance with stormwater regulations while engaging with various stakeholders.

Responsibilities
Oversee the entire lifecycle of municipal projects, from initial design and permitting to construction and final closeout
Review engineering plans, designs, and calculations for projects such as roads, water systems, sewer lines, and stormwater management to ensure they meet technical standards and legal requirements
Ensure all projects and town operations comply with applicable federal, state, and local laws, codes, and regulations, such as those for sedimentation and erosion control, and environmental permits
Act as a technical resource and liaison for other town departments, developers, contractors, state and federal agencies, and the public
Prepare and administer departmental and capital budgets
Manage and provide technical guidance to engineering staff
Inform and engage the public on engineering matters by presenting at public meetings, responding to citizen concerns (like flooding or drainage issues), and facilitating community understanding of town projects and policies
Qualification
Required
Knowledgeable, experienced, and proactive Town Engineer
Ability to develop and maintain public infrastructure, including town streets, sidewalks, and stormwater systems
Experience overseeing capital projects
Passion for public service
Ability to thrive under leadership that embraces diverse perspectives and ideas
Ability to combine ideas from diverse engineering fields and convey them to a general audience
Experience in planning, design, construction, contract development and coordination of projects
Ability to perform independent evaluation and analysis of issues and exercise judgment
Experience in management and coordination of public works and infrastructure projects
Ability to manage and direct staff effectively
Excellent communication skills to explain complex technical/engineering matters in an understandable way
Ability to work collaboratively with various stakeholders
Experience in project management, including overseeing the entire lifecycle of municipal projects
Technical oversight of engineering plans, designs, and calculations
Ensuring regulatory compliance with applicable federal, state, and local laws, codes, and regulations

Preferred
A bachelor's degree in civil engineering with seven years of progressive supervisory and/or project experience is strongly preferred
Experience with bidding capital projects in stormwater and transportation is preferred
Registration as a Professional Engineer in the State of NC is preferred, but the ability to obtain within a negotiated time frame is acceptable
