Responsibilities

Develop and maintain financial records, policies and procedures of the agency
Directly supervise the Fiscal Director who supervises all staff in the Fiscal Department. Provide coaching and mentorship to the Fiscal Director to ensure the financial health of the organization
Develops annual operating budget by department, along with members of the Senior Leadership Team. Obtains full Board approval of the budget. Works with leadership to ensure that income exceeds expenses for all departments/programs
Explore alternative funding streams for the organization with the goal of financial solvency
Ensure members of leadership are trained in understanding the organization’s financial picture and that of their own departments
Ensure the implementation of the Strategic Plan in areas relating to the financial health of the organization
Working with the Chief Executive Officer or his/her designee; prepare grants and contracts in accordance with state, city, or local guidelines in an accurate and timely manner
Monitor the expenditure in all grants and contracts
Work with Chief Executive Officer and Program Directors to monitor and evaluate all contracts and grants of the Agency
Oversee the billing processes and handle issues for various funding sources including: Executive Office of Elder Affairs, Age Strong Commission/Area Agency on Aging, SCOs and other organizations
Maintain financial relationships with related partners such as BSHC, CBES, BEI, BAP etc
Oversee the preparation and analyze all annual, quarterly and monthly reports for the Board of Directors, staff, State, Federal and City governments
Work with the Human Resources Director on salaries, workers compensation, payroll, insurance benefits and other related issues
Provide cash management control
Coordinate development and implement upgrades of the accounting systems and other financial and payroll software
Oversee the departmental Quality Improvement process
Maintain all financial records
Coordinate the selection of a certified, independent CPA firm to provide the annual audit
Oversee the completion of the audit to provide necessary papers and information for the various year-ended audits and the Corporation tax return
Analyze the annual audit reports, UFR, and tax return. Oversee the filing of annual reports and tax return according to Federal and State requirements
Develop and maintain cost allocation system for all programs
Attend relevant Agency and Board meetings as well as monthly State Fiscal Directors meetings
Perform other duties as assigned by the Chief Executive Officer

Required

B.S. Degree in Accounting, Finance, or Business or B.A. and equivalent experience
Minimum of five years' experience in all phases of accounting
Prior management and supervisory experience
Competency in Microsoft Office and non-profit accounting software required
Excellent organization, interpersonal and communication skills

Preferred

Accounting experience in a Human Services Agency preferred
Experience in fund accounting and budget experience
Human Services Accounting: 3 years (Preferred)
