Director of Payroll and Benefit Services
Horry County Schools is seeking a Director of Payroll and Benefit Services who will provide strategic leadership and administration of payroll and employee benefit programs for the school district. This role is responsible for ensuring accurate payroll processing, compliance with regulations, and effective benefits administration while promoting high-quality customer service to employees.
Education Management
Responsibilities
Direct, manage, and oversee all aspects of district payroll operations, including salaried, hourly, supplemental, and grant-funded payrolls
Ensure accurate and timely processing of payroll in accordance with district calendars, contracts, and board policies
Maintain and enforce internal controls to ensure data integrity, confidentiality, and compliance
Oversee payroll system configuration, testing, upgrades, and integrations with HR, timekeeping, and finance systems
Resolve complex payroll issues, discrepancies, and employee inquiries
Administer district employee benefit programs, including health, dental, vision, life insurance, disability, retirement plans, flexible spending accounts, and other voluntary benefits
Serve as primary liaison with benefits vendors, insurance carriers, brokers, and retirement systems
Coordinate annual benefits enrollment, open enrollment processes, and employee communications
Monitor benefit costs, utilization, and trends; recommend plan design or vendor changes to support fiscal sustainability
Ensure compliance with all applicable federal, state, and local laws and regulations (e.g., FLSA, IRS, ERISA, ACA, state retirement systems, wage and hour laws)
Oversee preparation and submission of required filings and reports, including W-2s, 1095s, tax filings, retirement reports, and audits
Coordinate payroll and benefits-related audits and respond to audit findings
Supervise, train, evaluate, and support payroll and benefits staff; promote a culture of accuracy, accountability, and customer service
Develop and implement standard operating procedures, timelines, and service standards
Collaborate with Human Resources, Finance, Information Technology, and school administrators to align payroll and benefits with district operations
Assist in payroll and benefits budgeting, forecasting, and reconciliation
Analyze payroll and benefits data to support labor cost projections and strategic planning
Provide clear guidance and support to employees regarding pay, benefits, leaves, and deductions
Develop and maintain employee-facing resources, such as guides, FAQs, and training materials
Communicate changes in payroll or benefits programs in a timely and transparent manner
Assume other responsibilities as assigned by the Chief Financial Officer or the Superintendent
Qualification
Required
Bachelor's degree in business administration, human resources, accounting, or a related field
Five years of progressively responsible experience in compensation, payroll, or benefits administration, including experience in filing taxation forms at the state and federal levels (W2, W3, 1095, 941, etc.)
Five years in a supervisor role
Evidence of successful administrative/leadership experience
Other combinations of applicable education, training, and experience which provide the knowledge, skills, and abilities necessary to perform effectively in the position
Preferred
Master's degree in business administration (MBA), Certified Employee Benefits Specialist (CEBS), Certified Payroll Professional (CPP), or Senior Professional in Human Resources (SPHR), or other nationally recognized HR certification
Experience working with Oracle-based (PeopleSoft) payroll and benefits systems
Knowledge of South Carolina Retirement Plans and employer reporting requirements
Experience in public sector or educational institutions
