Deputy Division Chief (Temporary Detail/Promotion NTE 1 Year)

Responsibilities
Manages the Division multi-billion dollar contracting portfolio
Oversees the management of procurement of all types of supplies and services, IT, construction and architect-engineer design contracts
Performs continuing review of the contracting activities to ensure that management objectives are being met
Supervises a group of procurement personnel performing contracting operations for information technology projects, construction, and support services for various agencies
Develops long range organizational plans and goals through subordinate organizational chiefs, assigns work to subordinates, determining work schedules and priorities
Designs and structures subordinate positions to ensure optimum effectiveness, and economy according to position management policies and programs
Serves as lead and program manager for multiple USDA wide strategic acquisition initiatives
Interprets technical, legal, and audit decisions and analyzes their impact on the procurement
Makes recommendations to the Division Chief based on anticipated resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads
Qualification
Required
All applicants must meet the basic requirement for the Contracting Series
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. TRANSCRIPTS MUST BE SUPPLIED WITH APPLICATION MATERIALS
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
Applicants must have one year of specialized experience (equivalent to the GS-14 level) which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience carrying out all pre-award and post-award phases of major acquisition programs beginning with the initial strategy and planning phase and continuing through contract negotiation, award, administration, and closeout; providing expert advice and guidance to senior contracting leadership on contracting strategic and operational issues; and, leading Department-wide strategic acquisition initiatives

Subject to satisfactory adjudication of background investigation and/or fingerprint check
Successful completion of one year probationary period, unless previously served
Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period
