Human Resource Director, Pennsylvania Human Relations Commission
NEOGOV is seeking an experienced Human Resource Director for the Pennsylvania Human Relations Commission (PHRC) to oversee all aspects of human resources. The HR Director will shape HR policy, advise executives, and drive initiatives that foster organizational excellence, focusing on workforce planning, employee relations, talent acquisition, and professional development.

Responsibilities
Direct all human resource operations and initiatives
Develop and implement HR policies
Oversee personnel and position management
Ensure compliance with state regulations
Provide guidance on organizational design and staffing strategies
Align HR objectives with the agency’s Strategic Business Plan
Manage talent acquisition activities
Lead employee relations efforts and interpret contract language
Act as the agency’s spokesperson on sensitive union matters
Drive workforce development through succession planning and training programs
Prepare the HR budget and benchmark best practices
Qualification
Required
Two years of experience as a Human Resource Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
One year of experience as a Field Human Resource Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Four years of professional analytical experience including three years of professional human resource experience, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
