CONTRACT SERVICES REPRESENTATIVE
USAJOBS is seeking a Contract Services Representative for the Naval Health Clinic at Patuxent River. The incumbent will be responsible for managing contract requirements, monitoring contract performance, and ensuring proper payments are executed in accordance with the contract.

Responsibilities
Plan the overall approach to meet the contracting objectives
Manage contract requirements
Monitor contract performance and contract administration
Ensure that proper payments are requested and provided IAW the contract
Provide advisory and hands-on assistance to functional area personnel involved in developing and revising technical specifications
Manage Purchasing Requests
Identify needed funding requirements and card program discrepancies
Qualification
Required
One year of specialized experience which includes 1) Serving as contract service representative functions not requiring signatory authority of the contracting officer, 2) Determining appropriate contract type and method of procurement based on the nature of service required, and 3) Developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages
Possess a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Contract Management, Procurement Financial Management, and Business Management
One year of graduate education as described in B, but less than the required two years
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Work may occasionally require travel away from the normal duty station on military or commercial aircraft
May occasionally be required to work other than normal duty hours
Incumbent will obtain and maintain a Secret Security Clearance Level as a condition of employment
Position requires seasonal influenza vaccinations
Hepatitis Vaccination required
Tuberculosis Test required
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07)
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
