Human Resource Director, Pennsylvania Human Relations Commission

The Commonwealth of Pennsylvania is seeking an experienced Human Resource Director for the Pennsylvania Human Relations Commission (PHRC) to oversee all aspects of human resources. The HR Director will implement HR policies, manage talent acquisition, and drive workforce development initiatives while ensuring compliance with state regulations.

Responsibilities

Oversee all aspects of human resources, including workforce planning, employee relations, talent acquisition, and professional development
Develop and implement HR policies, oversee personnel and position management, and ensure compliance with state regulations
Provide guidance on organizational design, staffing strategies, and complement management while aligning HR objectives with the agency’s Strategic Business Plan
Manage talent acquisition activities to hire for positions
Lead employee relations efforts, interpret contract language, and act as the agency’s spokesperson on sensitive union matters
Drive workforce development through succession planning, training programs, and professional development initiatives
Manage HR programs such as onboarding, performance management, workplace safety, ADA and FMLA compliance, and employee recognition
Prepare the HR budget and benchmark best practices
Represent PHRC in hearings related to employee issues and shape a workplace culture that values equity, inclusion, and continuous improvement

Required

Two years of experience as a Human Resource Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
One year of experience as a Field Human Resource Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Four years of professional analytical experience including three years of professional human resource experience, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
