Intelligence Analyst / 61016021
NEOGOV is seeking an Intelligence Analyst to support the South Carolina Department of Social Services. The role involves performing complex investigative analyst duties, including receiving and analyzing allegations of fraud, waste, and misconduct, as well as providing investigative support and data management.

Responsibilities
Receive, document, and evaluate incoming allegations reported through the OIG Hotline
Serve as the primary point of contact for Hotline intake and make certain allegations are properly classified/coded (fraud, waste, abuse, mismanagement, safety concern, or misconduct) and routed to the appropriate unit or program area
Conduct an initial assessment to determine credibility, jurisdiction, and investigative priority
Gather sufficient information from complainants and available sources to confirm allegations are clearly understood and actionable
Prepare intake documentation and assign or refer complaints in accordance with OIG policies
Conduct research and gather background information on complaint subjects and related entities using internal databases, approved open-source intelligence (OSINT), and external resources
Identify patterns, trends, and connections between complaints, referrals, and ongoing investigations
Analyze internal data for signs of systemic fraud, collusion, or vulnerabilities within DSS programs
Provide analytical products such as link charts, timelines, data summaries, and research packets to support investigators
Forward Hotline complaints and supporting documentation to the appropriate investigative unit, program area, or external partner with all necessary details
Work with OIG investigators to refine leads, gather case intelligence, and support investigative activities
Keep accurate and up-to-date records in HITS/case management systems to document complaint status, actions taken, and outcomes
Track and conduct follow-up on significant referrals (including referrals received from the Office of the State Inspector General and other high-impact matters) to obtain disposition updates and that final resolution is documented in HITS
Assist with case summaries, referrals, and reports for law enforcement, prosecutors, or oversight entities as needed
Elevate potentially significant referrals to the supervisor/SAC for awareness and guidance on follow-up expectations
Oversee the Hotline database/HITS to monitor data integrity, confidentiality, appropriate access, and compliance with applicable requirements
Conduct periodic quality reviews of complaint coding and status updates to certify consistency and accuracy
Generate routine and ad hoc statistical reports on Hotline volume, classifications, referrals, investigation activity, outcomes, and trends for OIG leadership
Monitor workload indicators (e.g., aged items, backlogs) and recommend process improvements to increase efficiency and data quality
Conduct quarterly random sampling quality checks to safeguard complaint coding, referral status, and dispositions are current and accurately reflected in HITS
Offer recommendations to OIG leadership regarding emerging fraud methods, program weaknesses, and areas needing policy or procedural enhancement
Develop and maintain job aids or quick-reference guidance to promote consistent complaint classification and routing
Assist with public awareness and outreach related to the OIG Hotline and fraud prevention
Maintain professional knowledge of intelligence analysis techniques, fraud detection methods, and relevant DSS program rules
Records and inputs daily working hours into SCEIS
Performs additional duties as assigned by the supervisor
Makes sure that PII is properly handled, including access, use, storage, sharing, and disposal, to protect agency information and case management systems (including HITS)
Qualification
Required
A high school diploma and relevant experience in business management, public administration services or a bachelor's degree may be substituted for the required work experience
Must have a valid driver's license, with access to a personal vehicle, and be able and willing to drive and transport children and adults
Must be able to lift children and to interact with adults and children in a positive and supportive demeanor
Must have the ability to cope with stressful work and life-threatening situations
