The Connecticut Department of Administrative Services is hiring for a Durational Project Manager to manage the US Department of Labor's Employment Training Model Grant. This role involves overseeing grant obligations, ensuring compliance with regulations, and developing policies and procedures related to the grant.

Responsibilities

Direct workflows and operations of local staff across all 5 Workforce Development Board regions through the creation of tracking mechanisms for real-time status updates on qualitative and quantitative referrals to ETM and their dispositions or outcomes
Participation in the coordination, planning, implementation and evaluation of BRS internal control workflows and procedures to ensure allowable and allocable use of Federal Grant Funds
Refinement and monitoring of procedures for time tracking and salary cost allocations for staff assigned to the ETM Grant
In collaboration with ADS-fiscal, perform reconciliations and other accuracy control methods to ensure grant compliance
Development of individual fee for service rates or other cost schedules related to ETM program or field operation services
Analyze federal regulations and grant parameters while developing POS/PSA contracts, creating purchase requisitions, processing invoices and performing other actions related to the encumbering and expenditure of ETM funds
Interact with the ETM Leadership Team and the National Program Evaluation Team to implement a consumer randomization and tracking system for the required service delivery data submission for both the Experimental and Control Groups
Support the needs analysis, procurement and implementation of technology solutions, including implementing solutions to leverage existing Management Information systems, drafting data sharing agreements and determining cost allocation proportions related to shared staff/consumer services
Produce monthly and ad hoc reports related to individual consumer and categorical expenditure totals
Track program-level budget projections and assist with required financial grant reporting
Prepare written narratives, including funding requests and reports that document ETM program performance

Required

Experience with developing and maintaining programmatic reports that include federal grant funds
Experience collaborating across systems and programs to implement client services workflows
Experience maintaining compliance with program specific federal regulations
Experience in the development of Purchase of Services contracts, including scopes and deliverables
Experience in developing business requirements to define enhancements to existing Management Information Systems
