Development Review Team Leader
NEOGOV is seeking a Development Review Team Leader to oversee the review of subdivision and master development plans for compliance with local codes and regulations. The role involves supervising a team, conducting site inspections, and providing technical advice while coordinating with various stakeholders.

Responsibilities
Supervises lower level Development Review Specialists; ensures all division deadlines are met for their team; assists and acts as a technical advisor to the Development Review Manager; and may conduct associated duties as directed by Development Review Manager. Recommends hiring and disciplinary action for Division as necessary; conducts evaluations for the team
Oversees maintenance, filing and archiving of projects in paper and digital format
Reviews master plans, development plans, plats, special exceptions and other development permits and conducts site inspections to ensure compliance with County and local ordinances
Prepares and presents cases at public hearings; responds to inquiries from the public regarding planning projects and demographic data; demonstrates extreme tact in dealing with citizen complaints and controversial projects
Assists in the development, interpretation, presentation and coordination of County land development policies; provides information to property owners, consultants, and other land development professionals regarding land use procedures and requirements
Conducts reviews, prepares reports and assessments, and makes recommendations to zoning and development committees and commissions
Coordinates with other County departments and governmental agencies regarding pending land use applications
Issues development permits and performs administrative reviews of permit applications for liquor and other business licenses, special use, and film
Supports and trains lower level Development Review Specialists, including review and redline of applications
Qualification
Required
Bachelor's degree in Urban/Regional Planning, Architecture, Civil Engineering, Geography or a closely related field plus two (2) years of experience in development review or community planning; or a high school diploma and any equivalent combination of education in the above listed degrees and closely related experience totaling six (6) years
Experience in development review or community planning may substitute for the required degree on a year to year basis
Must obtain and maintain Floodplain Manager and Storm Water Inspector certifications within two (2) years of hire
Ability to read and interpret maps, site plans, development plans, construction improvement plans and survey plats
Ability to communicate effectively both verbally and in writing; use drafting instruments, GIS, CADD; operate various word-processing, spreadsheet, presentation, and database software programs; translate zoning and subdivision regulations to the public; read and interpret regulations, building plans, and subdivision plans; work under pressure and meet deadlines; and speak in public forums
Ability to prepare accurate, complete and legible reports and to present detailed, accurate, and objective oral presentations and responses to questions
Ability to establish and maintain effective working relationships with other department staff, governmental and private agencies, and the public
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening
Selected candidate must submit to and pass a county paid criminal background screening
Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties
Candidate must obtain and/or maintain all certifications required
