Responsibilities

You will serve as a subject matter expert responsible for a variety of assignments involving advice, consultation, and guidance on various issues relating to the management of employees, discipline and bargaining, and other labor and employee relations issues for U.S. Customs and Border Protection
Typical duties include: Applying a range of employee and labor relations concepts, laws, policies, practices and analytical/diagnostic methods and techniques to address substantive technical issues or problems characterized by controversial and/or sensitive matters such as discipline, leave, attendance questions or disputes, and the grievance process
Reviewing and drafting employee discipline and support documents, unfair labor practices, arbitration, negotiability, and other issues
Researching applicable laws and regulations to provide guidance to employees and supervisors
Developing and delivering briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations
Applying fact-finding techniques to review and gather evidence related to applicable employee relations laws and procedures in order to identify, evaluate, and recommend to management the appropriate human resources interventions to resolve interrelated human resources problems and issues

Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/30/2026
Your resume must explicitly indicate how you meet the requirement for specialized experience equivalent to at least the next lower grade level
Conducting extensive analysis to identify obscure or underlying causes of misconduct or poor performance
Conducting systematic studies to develop management interests and respond to union interests at the bargaining table
Background Investigation: U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment
There is a residency requirement for all applicants not currently employed by CBP
All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment
If you have never worked for the federal government, you are not CTAP/ICTAP eligible
To be considered well qualified under CTAP/ICTAP, you must be rated at a minimum score of 85 for this position
