Human Resources Generalist
The NYC Mayor's Office of Contract Services (MOCS) is an oversight and service agency managing procurement citywide. They are seeking a Human Resources Generalist to handle day-to-day personnel operations and ensure compliance with citywide requirements and policies.
Responsibilities
Processing new hires, transfers and promotions in compliance with citywide requirements and DCAS policies
Processing employee leave of absence, suspensions and terminations
Managing employee relations issues
Conducting new hire orientation and providing on-going support to new staff
Ensuring prompt evaluation, review, and response to all employee concerns and inquiries
Attending recruiting events
Providing employees with information pertaining to citywide policies and agency-specific rules and regulations
Entering data for various personnel transactions within NYCAPS, as well as generate HR reports
Introducing and implementing best HR practices and processes
Processing civil service transactions including DP-72 and DP-189
Coordinating agency training
Providing payroll and timekeeping support
Assisting employees with navigating CityShare and NYCAPS/ESS websites
Reviewing and maintaining confidential employee documents
Providing employees with general information on pension system (NYCERS), health benefits, deferred compensation plans, and flexible spending programs
Managing full-cycle recruitment within NYCAPS eHire
Maintaining personnel files
Assisting with special projects and attending unit and citywide meetings
Performing other duties, as assigned
Qualification
Required
Baccalaureate degree from an accredited college or university
Associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities
Four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question '2'
Satisfactory combination of education and/or experience equivalent to that described in questions '1,' '2,' and/or '3'
3-5 years of human resources experience within NYC government
Knowledge of employee leave policies
In-depth knowledge of City of New York personnel policies, including PSBs
Experience working with City HRIS systems and applications, including NYCAPS, PRISE, PMS, CHRMS, RMDS, and CityTime
Experience with processing civil service transactions
Preferred
Knowledge of City of New York payroll, timekeeping
Ability to maintain a high level of discretion and confidentiality
Excellent verbal and written communication skills, including the ability to interface with all levels at the agency
Strong analytical and computer skills
Ability to effectively multi-task and prioritize
Ability to work independently and as part of a team
