Contracts Specialist II - Parks and Recreation Department

The City of Phoenix's Parks and Recreation Department is dedicated to providing extensive recreational facilities and services to the community. They are seeking a Contracts Specialist II to manage and procure various types of contracts while ensuring compliance with procurement processes and providing excellent customer service to stakeholders.

Government

Responsibilities

Issuing, evaluating, and awarding complex solicitations including Request for Proposals, Request for Qualifications, Request for Quotations, Invitation for Bids as well as administering resultant contracts
Developing and administering assigned agreements
Utilizing the City's procurement portal to process solicitations
Utilizing the City's supplier relationship management system to process contracts
Providing excellent customer service to internal and external stakeholders including department staff and leadership as well as vendors and contractors
Preparing City Council Reports using the Legistar system
Updating the contracts database and procurement tracking logs
Identifying areas where process improvements can lead to efficiencies

Required

Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation
Bachelor's degree in public or business administration or a related field
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage

Preferred

Experience in government solicitation development (SOW)
Experience in government formal procurement process
Experience in government contract administration
Possesses a procurement certification and attends on-going procurement training from a recognized procurement organization
