Principal Specialist, Contracts (Onsite)

Responsibilities
Advise and/or represent the organization on contract negotiation and administration matters
Participate in and/or conduct front-end assessments of proposals, negotiates and executes contracts, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications
Prepares bids; process specifications, progress, and other reports; advise management of contractual rights and obligations and means to mitigate contractual/program risks; compile and analyze data; and maintain historical records
Examine and understand Forward Pricing Rates, Cost structure estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Work autonomously with limited oversight and may provide input or guidance to lower-level professionals with tasks and assignments
Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge
Qualification
Required
Typically requires a University Degree or equivalent experience and minimum 5 years' prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience
Experience in leading and/or administering U.S. Government contracts under the Federal Acquisition Regulations (FAR), and / or Defense Federal Acquisition Regulations Supplement (DFARS) (to include proposal preparation, contract negotiation, change management)
Experience working Sole Source Proposals, subject to the Truthful Cost or Pricing Data Act (commonly known as the TINA)
Experience with International Traffic in Arms Regulations (ITAR)
Active and transferable U.S. government issued security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
TS/SCI - Current security clearance status required on day 1
Preferred
Experience with direct engagement with external customers
Experience with administration and negotiation of proposals and contracts of medium to high complexity, to include commercial contracts
Excellent time management and organizational skills are essential
Strong interpersonal skills to work effectively with cross-functional internal and external stakeholders, including customers and leadership teams
Mature judgment, proactive involvement in strategic issues and problem resolution skills
