Assistant Public Works Director - Water Utilities

The City of Oxnard's Public Works Department is seeking an Assistant Public Works Director for Utilities. The ideal candidate will be responsible for planning, managing, and overseeing activities and operations of the Water, Recycled Water, Wastewater, and Stormwater divisions, ensuring efficient service delivery to over 43,000 customers.

Responsibilities

Plan, manage, and oversee specific activities and operations of the Public Works Department including field operations and maintenance of water, wastewater, and recycled water
Coordinate assigned activities with other City departments and outside agencies
Perform responsible and complex administrative work, including long-term and master planning, and assessing and implementing process improvements and best practices
Directly work with and oversee engineering work and assigned staff for water/wastewater utilities including associated Capital Improvement Program (CIP) projects

Required

A Bachelor's Degree in Engineering, Business Administration, Construction Management, Public Administration, or a related field (must be attached to your application)
Five (5) to seven (7) years of experience in Public Works, Administration, and water & wastewater operations leadership
Three (3) years of staff management and supervision
Possession of a valid California State Water Resources Control Board (SWRCB) Grade 4 Wastewater Treatment Operator OR a valid California State Water Resources Control Board (SWRCB) Water Distribution Operator D4 OR a valid California State Water Resources Control Board (SWRCB) Water Treatment Operator T4 Certificates (must be attached to your application)
Possession of a valid California State Water Resources Control Board (SWRCB) Grade 5 Wastewater Treatment Operator Certificate OR a valid California State Water Resources Control Board (SWRCB) D5 Water Distribution Operator Certificate OR a valid California State Water Resources Control Board (SWRCB) T5 Water Treatment Operator Certificate within 12 months of hire
Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors

Preferred

A Master's Degree
California Professional Engineering (PE) Registration in either Civil, Mechanical, or Electrical
Experience in the Public Sector

The City will contribute $1,956.00 towards medical insurance premiums with no cash back (In January 2026, the City's contribution will increase to $2,054 per month). Employees who waive medical insurance will receive $500.00 per month cash back with proof of other qualifying coverage. The City will continue to provide $66.79 per month towards dental insurance.
One-Time Cash Payments: In lieu of cost of living adjustments, the City will provide a one-time cash payment for the years specified below. Employees must have worked the 12 months (2080 hours) preceding the payment to be eligible for the full amount. Employees who worked less than the 12 months (2080 hours) requirement, will receive a prorated amount based on the total number of hours they have worked.
