Appraiser, Lead - Personal Property Division

Responsibilities

Conduct on-site inspections of various types of property including new and existing residential property and structures, mobile homes, agricultural, business, and commercial property, and land
Develop fair and equitable assessment of residential and personal property located within the County for ad valorem tax purposes and for proper classification of taxable property and improvements based on current policies and standard appraisal methods
Determine type, quality, and condition of property and verify and document property characteristics
Verify and process data collected and enter information into specialized software application databases
Review research findings on appeal cases with County staff and attorneys before court sessions, hearings, depositions, and conferences, assist in developing defense and negotiation strategies, and assure action items are completed
Defend appraisal work to property owners, tax representatives, attorneys, accountants, the Department of Revenue, Board of Equalization, Arizona Tax Court, and other jurisdictions and review and process petitions as required
Design and implement market studies for property classes or submarkets within Pinal County and apply the results to the valuation process
Value large and complex commercial properties using cost, market, and advanced income modeling techniques
Mentor less experienced Appraisers within the office in both the theory and application of advanced appraisal techniques
Take a lead role in defending property values at all levels of appeal
Research and interpret state statues, Department of Revenue rulings, and tax court cases in order to accurately value property
Attend advanced training in appraisal techniques and software applications involved in the appraisal process and disseminate that information within the office
Analyze data and trends in order to prepare detailed and forward-looking reports for senior management within the office and for other county departments
Maintain absolute confidentiality of work-related issues, customer records and restricted County information
Perform other related duties as required

Required

Associate's degree, preferably in Real Estate, Property Appraisal, Civil Engineering/Planning, or a related field
Three (3) years of experience supervising Arizona property appraisals
Arizona residents must have a valid Arizona Driver's License upon hire; newly established Arizona Residents must have one within 30 days of hire
Appraiser Level 2 certification from Arizona Department of Revenue (DOR)
Or an equivalent combination of relevant education and/or experience may substitute for education and/or experience only
Knowledge of state laws governing the appraisal function, including Arizona Department of Revenue regulations, agricultural laws, and Arizona Corporation Commission statutes
Knowledge of procedures and standards governing the appraisal of property, including statutory deadlines and appeals procedures
Knowledge of geography, roads, and landmarks of County and surrounding areas
Knowledge of principles of record keeping and records management, including legal requirements for records retention and disposition
Skill in interpreting and applying laws, regulations, codes, and ordinances
Skill in compiling, researching, and analyzing property data
Skill in preparing and maintaining accurate appraisal records
Skill in using specialized computer software applications, including CAMA (Computer Aided Mass Appraisal), GIS (Geographic Information System), OnBase (Document Management), APEX, and other proprietary systems
Ability to use Microsoft Office, PowerPoint and Excel in order to prepare advanced reports
Ability to perform accurate data entry and mathematical calculations
Ability to respond to and follow up with complicated and challenging inquiries from property owners within the county
