Water Services Digital Asset Specialist- Electrical

NEOGOV is seeking a qualified individual to join the City of Flagstaff as a Water Services Digital Asset Specialist. In this role, you will support the SCADA team and assist in troubleshooting electrical systems in water treatment facilities, while performing skilled electrical work and contributing to GIS project requests.

Responsibilities

Provides excellent customer service to both internal and external customers
Documents work order requests and resolutions
Maintains confidentiality and security with regard to data access
Keeps pace with Water Services SCADA, Electrical and IT trends through training, periodicals and experimentation in a test environment
Attends seminars, trainings and educational opportunities to keep updated on modern procedures, industry standards and equipment, including both hardware software and electrical
Provides knowledge and assistance to engineers, plant operators and contractors
Other duties as assigned
Participates in filling map and digital data requests from all Water Services sections, Water Services consultants and the public
Participates in GIS project requests and development from all Water Services sections
Creates technical documentation of GIS procedures and metadata of Water Services GIS datasets
Performs analysis on geographic, raster and tabular data (with ESRI ArcGIS and other software)
Assists in routine maintenance of Water Services hardware and peripheral equipment
Assists in the educating and promotion of GIS to current and potential Water Services personnel
Participates in performing data conversion
Preforms field ground truthing through the use of apps and Global Positioning System (GPS)
Undertakes discipline specific Water Services Geographic Information System (GIS) user need studies
Assists in designing, developing, maintaining, documenting, and implementing discipline specific applications and databases
Assists in manipulating Water Services GIS data to create informational reports to meet discipline specific needs
Assists in the maintenance of enterprise Water Services GIS data and applications
Participates in ongoing maintenance and development of the Water Services GIS database utilizing Coordinate Geometry (COGO), heads-up digitizing, geodatabase data modeling and scripting
Performs research of county and city records for pertinent data that needs to be entered into the city's Water Services GIS
Participates in quality control checks of the database to determine data accuracy levels
Participates in the creation and printing of maps, atlases and digital atlases
Provides input on equipment security needs to existing and proposed equipment
Provides assistance in verify equipment that complies with the City of Flagstaff security standards with the SCADA system and adds efficiencies and participates in developing standards
Provides assistance to Water Production and Wastewater staff on day-to-day projects relating to the security of upgrades, operation and maintenance of the SCADA system
Assist in the logical mapping of devices found in the SCADA system
Preforms and manages the physical inventory of all components of the city’s SCADA system
Preforms and manages passwords and password rotation for all SCADA devices and systems based on the city’s SCADA standards
Preforms and manages firmware update schedules and procedures for all equipment and components of the SCADA system
Provides assistance to other SCADA staff and IT cybersecurity staff in cybersecurity resiliency tasks
Provides assistance SCADA network up-grades
Performs equipment operation as necessary
Helps generate the necessary documents, standard operating procedures, and reports to properly record the service activities for Operational Technologies and other SCADA systems
Reviews schedules to ensure all operational needs are properly prioritized, scheduled and met
Plans and schedules work for large projects in their area of specialty
Assists with scheduling training, monitors training for quality, and coordinates other on-going training, including safety training and safety enforcement
Completes daily logs, service complaint forms, cost accounting forms, and other forms and reports (both manual and computer data entry) as directed to include planning and scheduling in Computerized Maintenance Management System (CMMS)
Researches, estimates, and purchase/requisitions equipment and materials
Assists in the development, maintenance, and implementation of electrical and SCADA standards for the city’s Flagstaff Water Services division
Provides input on equipment selection, purchasing, and commissioning for motors, pumps, variable frequency drives, soft-starts, and other industrial systems to ensure efficiency and SCADA compatibility
Coordinates and verifies the installation of SCADA-compatible equipment and supports the development of system-wide efficiency standards
Works with contractors and internal staff on the replacement and upgrade of electrical equipment and systems to improve performance and efficiency
Supports Water Production, Wastewater, and Stormwater teams with SCADA-related upgrades, operations, and maintenance activities
Assists with procurement, inventory, and installation of essential parts to reduce downtime and maintain SCADA system reliability
Participates in SCADA network upgrades and the installation of sensors, conduit, and control hardware
Maintains licensing and updates software for SCADA controllers, including Lake Mary Sixnet systems
Documents, restores, and modifies SCADA programming and electrical component configurations
Performs preventive and corrective maintenance on electrical motors, motor control centers, breakers, and monitoring equipment using proper safety procedures
Installs and maintains uninterruptible power supplies and other monitoring equipment using professional standards
Conducts electrical inspections and supports safe operation through grounding maintenance and proper gear selection
Assists in the installation and maintenance of alarms and other safety systems for personnel protection
Operates electrical equipment and works with low, medium, and high-voltage AC/DC systems
Develops and maintains documentation including standard operating procedures, service records, and operational reports
Supports scheduling, planning, and prioritization of large-scale projects and daily operational tasks using CMMS
Coordinates training efforts and safety programs to ensure workforce readiness and compliance
Researches, estimates, and procures materials and equipment to support operational goals

Required

Two (2) year degree in a related field or trade school certificate
Two (2) years of related on-the-job experience
Must possess, or obtain upon employment, a valid Arizona driver's license
Regular attendance is an essential function of this job to ensure continuity

Preferred

Experience reading or reviewing building plans
Working knowledge of AutoCAD software
Experience in Water Services based GIS
Experience in GIS based work order management systems
Experience with Operational Technologies (OT) and how they differ from IT
Experience with OT communication protocols
Experience with cybersecurity and network investigation tools
Experience with Modbus, Modbus RTU and Modbus TCP/IP
Experience with electrical safety standards, protocols in a SCADA or industrial setting
Familiarity with high and medium voltage electrical
Familiarity with high voltage systems and procedures
Grade 3 Treatment Operator Certification or other higher level professional certifications (Master Electrician, etc…)
ISA Certifications CAP, CCST
NTT Certifications, Electrical Safety, Electrical Code and Standards, Electrical Maintenance
