The Columbus Consolidated Government is seeking an Appraiser for the Tax Assessor division. This role is responsible for establishing fair market values for assessed properties, conducting inspections, and compiling data to support property valuations.

Responsibilities

Compiles data obtained from site inspections; makes necessary adjustments relating to construction quality, condition, and effective age; draws building sketches of improvements using computer programs; organizes the results, analyzes sales, reviews current values, and submits recommendations to the Division Manager
Receives and reviews building permits; reviews and files construction plans; inspects permitted properties; takes and files field notes
Review current property sales; perform on-site inspections; compile data to determine the validity of sales
Presents cases to the Board of Equalization to defend determinations of fair market values; assists in the preparation of presentations to the Board of Tax Assessors
Inspects properties to determine the fair market value
Enters data into Mobile Assessor, the field collection tool, and IAS World the CAMA program to formulate recommendations for fair market values
Works with property splits and combinations to include proper identification, the location of buildings, and values; submits value recommendations to the Division Manager
Creates and maintains accurate and up-to-date records on properties appraised
Discusses valuation methods with property owners in response to appeals
Sets up new parcels for residential and commercial properties; identifies plats; maintains a map split spreadsheet
Performs other related duties as assigned

Required

Knowledge and level of competency commonly associated with the completion of specialized training in the occupational field
Basic skills typically associated with a high school education
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years
Ability to meet necessary requirements of Appraiser (#) as mandated by the Georgia Department of Revenue
Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated
Knowledge of department policies and procedures
Knowledge of office administration practices and procedures, such as letter writing and the operation of standard office equipment
Knowledge of the property tax appeals process
Knowledge of real estate record keeping procedures
Knowledge of construction practices
Knowledge of business arithmetic and statistics
Knowledge of the geography of the city
Skill in the operation of a camera, a calculator, and measuring devices such as a tap, wheel, or Pickett rule
Skill in interpersonal relations
Skill in using computers and various software programs
Skill in reading tax maps and blueprints and in identifying parcel splits
Skill in reading deeds and plats
Skill in oral and written communication
