Performance Auditor - Office of the City Auditor - 601 (Unclassified)
NEOGOV is seeking a Performance Auditor for the Office of the City Auditor in San Diego. The role involves analyzing and evaluating City programs to improve efficiency and effectiveness, developing audit plans, and presenting findings to stakeholders.

Responsibilities
Analyze and evaluate City programs, departments, complex processes, and budgets to identify opportunities for improving efficiency, effectiveness, and equity
Identify key factors that may impact a program’s success and evaluate if policies, performance indicators, measures, and processes are sufficient to achieve program goals
Research and collect information from relevant laws, industry best practices, previous research studies, previous audits, benchmarking cities, and other criteria to measure and evaluate a program’s performance
Develop audit plans to determine which programmatic and/or operational areas to evaluate and what steps to take to achieve the audit objectives
Use data analysis to analyze trends over time, percent of goals met, adequacy of program measures, budget and financial information, and other data relevant to the policy, program, or process
Plan and conduct interviews, conduct fieldwork, and document conclusions
Apply knowledge of local government, budgeting, public policy, and Generally Accepted Government Auditing Standards
Develop audit findings and recommendations to address identified areas for improvement
Write clear, concise, and impactful audit reports that communicate audit findings to a broad audience, including City Council, City Management, Audit Committee, and the public
Present the audit findings and recommendations to the Audit Committee, City Council, and the public
Maintain a professional rapport with City Management and work to ensure recommendations are implemented
Qualification
Required
Any combination of education, experience, and training equivalent to completion of undergraduate coursework in public administration, business administration, accounting, or a related field from an accredited college or university with coursework or experience in finance, economics, public administration, policy analysis, or accounting
Proficiency in Microsoft Word, Excel, and PowerPoint
Excellent oral and written communication skills
Ability to work both independently and as part of a team
To be considered for the Performance Auditor II level, minimum qualifications include those listed above as well as 2 years of performance audit, program analysis, or accounting experience
To be considered for the Senior Performance Auditor level, minimum qualifications include those listed above as well as 5 years of performance audit experience
Preferred
Coursework and/or professional certifications in performance auditing, accounting, IT security or IT auditing; public administration, public policy, advanced data analysis, technical writing, and project management skills is highly desirable

Ability to complete assignments with accuracy and in a timely manner
Ability to use critical thinking skills to accomplish project goals

Ability to collect, compile, analyze, interpret, and present data and draft audit findings
Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs
Ability to analyze business processes and develop appropriate solutions
A well-developed understanding of government, accounting, finance, and economic processes and the ability to apply understanding of such to assigned projects
Ability to comprehend technical details and how they relate to and impact the 'big picture'
Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables
Experience with auditing and evaluating IT systems, accounting concepts, and/or identifying Fraud, Waste, and Abuse within organizations
