NEOGOV is seeking an Educational Consultant to support the Wyoming Department of Education's Special Education Programs. The role involves managing, planning, and evaluating improvement activities and initiatives to enhance academic and functional outcomes for students with disabilities.

Responsibilities

Directs, manages, and evaluates a state and/or federal program
Develops and implements state-level activities for educational programs
Monitors programs for compliance with regulations and provides feedback to districts or sub-grantees
Develops and monitors contracts with professional service providers as needed
Identifies potential problems and devises solutions
Oversees the grant/contract process
Disseminates professional trends by presenting information at meetings, workshops, and/or conferences
Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and to implement new programs
Due to changing federal regulations; responsibility to interpret and make recommendations on policy, analyzes impact of federal and state decisions on efforts to organize and develop systems
Plans and conducts workshops and trainings on state and/or federal programs
Oversees completion of state and federal reporting requirements
Authority to ensure compliance
Perform performance appraisals as well as all other supervisory responsibilities
Develops program budget, approve grants and funding, and monitor appropriateness of expenses to meet project goals
Plans and develops program strategies with educational programs, management, other agencies, organizations and interested groups concerning funding options and best practices regarding delivery of services
Oversees all aspects of various programs, including assistance to the primary program, such as counseling for participants in programs
Determines goals in professional development to ensure all job functions can be met
Other duties as assigned

Required

Bachelor's Degree (typically in Education)
1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist
4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist (if education and experience substitution is applicable)
Knowledge of special education requirements, systems, and processes
Relevant experience in developing continuous improvement systems and processes
Knowledge of monitoring systems and processes
Excellent written and oral communication skills
Skills to work with diverse groups and coordinate multiple projects and deadlines
Skills to facilitate meetings, work sessions, and other presentations to achieve established outcomes and objectives
Knowledge of interpersonal communications

Preferred

Preference may be given to individuals with education, special education, and or leadership experiences
Preference may be given to individuals with knowledge of data systems, assessment, special education, and professional development
