NEOGOV is seeking a Market Conduct Examination Chief for the Pennsylvania Insurance Department, Life and Health Market Actions Division. This leadership role involves overseeing a nationwide program to ensure compliance with health insurance laws and conducting market conduct examinations.

Responsibilities

Supervising and directing activities of the Health Market Conduct Division, including scheduling staff assignments and providing training
Planning, directing, and supervising various types of Health Insurance market conduct examinations, including complex Affordable Care Act (ACA) and Mental Health Parity and Addiction Equity Act (MHPAEA) exams
Identifying specific market issues, potential companies to be examined, as well as necessary information and methodology including required documents, to determine compliance by market oversight review
Representing the Bureau at local and national meetings, presenting information to other states and the U.S. Department of Labor regarding the Department’s MHPAEA enforcement activities
Supervising the development and alteration of MHPAEA testing tools
Developing MHPAEA presentations
Conducting entrance and exit conferences with examined companies
Overseeing exam penalty calculations
Conducting settlement meetings with insurer representatives
Preparing monthly, quarterly, and annual reports

Required

Two years as an Insurance Market Conduct Examiner 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Five years of professional insurance market conduct examination experience and a bachelor's degree; or
Five years of professional insurance underwriting or investigation experience and a bachelor's degree; or
An equivalent combination of experience and training that includes four years of professional experience in market conduct examination or insurance underwriting or investigation
You must meet the PA residency requirement
You must be able to perform essential job functions
