BUSINESS LICENSE TECHNICIAN
NEOGOV is seeking a Business License Technician for the City of Coachella. This role involves processing, reviewing, and approving business licenses, providing information to the public, and maintaining records related to business licensing.

Responsibilities
Processes and issues over-the-counter permits; obtains approvals from planning and building divisions where necessary
Provides information to the general public regarding codes, laws, and ordinances; confers and coordinates activities with other departments and outside agencies
Receives applications and verifies their completeness regarding applicable licenses, insurance, and authorized signatures
Prepares license applications; assembles materials in specific order with all appropriate attachments, determines fees; and distributes/routes all documents to the appropriate staff
Receives requests for reports from the public and issues as appropriate; receives and processes requests for archived records and maintains a history of requests
Receives and screens visitors and telephone calls; takes messages, directs visitors and callers to the appropriate office or person; provides information to City staff, other organizations, and the public regarding City and departmental activities and functions, requiring the use of judgment and the interpretation of policies, rules, procedures and ordinances
Operates standard office equipment, including job-related computer hardware and software applications, facsimile equipment and multi-line telephones
Organizes and maintains various administrative, reference, and follow-up files, following an established filing system; researches and compiles information from such files and purges files as required; conducts data entry
Prepares correspondence, reports, forms, receipts, vouchers, and specialized documents related to the department to which assigned from drafts, notes, brief instructions, corrected copy, or dictated tapes using a computer with form templates
Proofreads materials for accuracy, completeness, compliance with departmental policies, formatting, and correct English usage, including grammar, punctuation and spelling
Performs duties of a disaster services worker in event of an emergency
Performs related duties as assigned
Qualification
Required
Equivalent to the completion of the twelfth (12th) grade
Three (3) years of responsible office support and/or technical experience, preferably in public service, business license issuance, or a related field
Valid California class C driver's license with satisfactory driving record and automobile insurance
Knowledge of codes, regulations, policies, technical processes and procedures related to the issuing of business licenses
Knowledge of business arithmetic and basic statistical techniques
Knowledge of modern office practices, methods, and computer equipment and applications related to the work
Knowledge of technical report writing practices and procedures
Knowledge of principles and procedures of record keeping
Knowledge of English usage, grammar, spelling, vocabulary, and punctuation
Knowledge of techniques for providing a high level of customer service
Ability to understand and explain City policies, procedures, fees, and applicable codes and regulations
Ability to perform detailed, technical and specialized work in assigned function with accuracy, speed, and minimal supervision
Ability to make mathematical calculations and accurate computations for fees and/or penalties
Ability to prepare clear and concise reports, correspondence, policies, procedures, and other written materials
Ability to understand and follow oral and written instructions
Ability to organize own work, set priorities, and meet critical time deadlines
Ability to operate modern office equipment including computer equipment and specialized software applications programs
Ability to use English effectively to communicate in person, over the telephone, and in writing
Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines
Ability to establish, maintain, and foster positive and harmonious working relationships
Preferred
Experience processing business licenses and/or short-term rental (STR) permits, including applications, renewals, compliance review, and fee processing
Experience with Microsoft Word and Excel
Experience with Enterprise Resource Planning Systems (Accounting Systems)
